    Palouse branch of Whitman County Library has installed a Free Little Library in Heritage Park. It is one of seven that will be installed around the county, soon to be part of a world-wide free library organization and online mapping system.     Nearby wildfires at times can cause the air quality in the area to become polluted and potentially cause health problems. Fires this week burning near Colville, Spangle, Riggins, Kahlotus and other nearby areas, combined with winds, brought smoke to the area over the weekend, lowering the air quality.     Oakesdale residents had no, or only sporadic, water for part of last week due to a water main leak. Water to the entire town was shut off Wednesday afternoon, Aug. 17, and restored off and on Thursday and Friday as Bob Hooper, public works director, and others worked to make repairs. Water service was temporarily restored Friday at 4 p.m. Workers put a temporary clamp on the main Wednesday night.     Fire crews from Colfax, Diamond, Steptoe, Albion and Pullman District 12 responded last Thursday, Aug. 18, at about 2:22 p.m. to a field fire on Shawnee Road across from the Larry Cochran residence. The fire burned eastbound toward the Cochran rock pit above South Palouse River Road. Mark Cochran estimated they lost about 20 acres of winter wheat.
