    Keep calm and ride on is the encouragement from Washington State Department of Agriculture following the discovery of a horse with equine herpes virus which led to the animal being euthanized at WSU recently. With the Palouse Empire Fair approaching, concerns over equine herpes prompted discussion at the fair board meeting Monday night in the Jones School building.     The Snake River will open for the harvest of fall chinook salmon Sept. 1 through Oct. 31 from the river's mouth to the Oregon state line, seven miles upstream of the mouth of the Grande Ronde River.     Waitsburg football coach Jeff Bartlow, who led the Cardinals to the state 2B title at the Tacoma Dome in 2011, has resigned at Waitsburg to take a position as counselor at Pioneer Middle School in Walla Walla, according to a story in last week's edition of the Waitsburg Times.
