    CAMPS PRESENT DONATION Palouse Empire Fair Foundation received a $10,000 donation from the Camp family at Sunday's dinner auction at the community building. Steve Camp of Dusty presented the donation on behalf of his mother, Donna Camp of Spokane Valley, who was also present at the dinner. The presentation was made in memory of their deceased son and brother, Alan Camp. The Camps have asked the sum be used for the fair's future efforts to improve the arena grandstand.     The county commissioners have decided to suck it up and keep the New World accounting software for at least a couple more years. That is the right decision. Those following the seven-year New World saga will remember the expense and anguish that the software has caused the courthouse. Eventually, the trauma ended and the software was up and running.     Colfax Chief Rick McNannay Monday received a report that two street banners which had been displayed by the Quilted Moose at 101 S. Main were missing. McNannay said proprietors of the business reported they had worked at the shop on Thanksgiving Day and discovered the banners were gone when they left the building.     A suit filed against the City of Pullman by a property owner on Michigan Street was dismissed Dec. 7 in Superior Court. Michael Miller started the court action with his contention that the city officials had improperly applied land use regulations for a development in the 700 block of Michigan Street. Miller contended lights from vehicles using a new parking lot come through the windows of his residence across the street.     A city letter updating residents of Park Street and Clay Street on the status of City of Colfax response to the last flooding of the neighborhood has been delivered to home owners in the neighborhood.     Higher-than-expected costs have held back construction of Lamont’s first library. Mayor Mike Thomas said the building, a steel kit building, was erected about a year ago, yet the interior remains unfinished. Costs for the concrete pad and assembly of the building were higher than originally anticipated.     As the old Colfax Elks Lodge building sits empty for another Christmas and New Year’s Eve, former members reminisced about the prominent social gathering place.     Renovation of the Endicott Library is set to begin Jan. 2, town and library officials announced this week. A remodel of the library, once the town’s city hall and jail, was set to begin last summer, but Library Director Kristie Kirkpatrick said unexpected requirements for a handicap-accessible parking pad pushed the project cost over its initial estimate.     Oakesdale Elementary is one of seven schools in Washington to receive $10,000 for academic achievement. The award came from the state Superintendent of Public Instruction.
