    Whitman County commissioners Monday authorized Parks Director Tim Myers to begin the process of negotiating a new lease with the Army Corps of Engineers for Wawawai County Park. “What they're asking for is authorization to pursue a new lease for Wawawai for the county,” Myers told the commissioners. Myers said this process will involve evaluating and possibly changing some restrictions in the lease agreement, such as for spraying pesticides and seeing what things within the lease agreement the county may be able to take on.     Raymond L. Brooks Raymond L. Brooks, 70, a resident of Rosalia, died Aug. 26, 2016, at home. Raymond was born July 23, 1946, in Council, Idaho, to James and Lois Prest Brooks. The family moved to Bates, Ore., when he was a young boy. He graduated from Prairie City High School in 1964.     A new mural and one of the wall gardens at Rosalia’s Legacy Park were designed by students. Most recently, the Rosalia Free Little Library called Big R was placed inside the park that is next to the Rosalia Coffee Shop at 508 S. Whitman. The park was previously an empty lot until the class of 2016 created the park as a gift to the town.     Avista Utilities has announced a precautionary measure it plans to take in regard to power outages in its service areas.
