    Whitman County Waste Transfer Station will hold its annual Fall Cleanup starting Friday, to run Nov. 2-10, following the re-opening of the garbage-intake building Oct. 19 after an August fire. County Public Works Director Mark Storey will now ask commissioners to lift a state of emergency for the transfer station declared in the first week of August. The designation allowed Public Works to bypass state bidding laws in order to find a contractor and get repairs underway faster.     Pullman Police Sgt. Dan Hargraves, a 19-year veteran of the department, was arrested Tuesday morning by the Washington State Patrol and booked into jail here at 6:30 a.m. on a probable charge of custodial sexual misconduct. An arrest warrant was issued for his arrest late Monday, and a formal charge of custodial sexual misconduct was filed Tuesday morning in superior court by Prosecutor Denis Tracy.     Work on the passing lane projects along Highway 195 between Colfax and Spangle have officially ended with some detail work remaining. The passing lanes and bridge deck projects were both done by crews from N.E. Degerstrom of Spokane. Mark Allen, project engineer, said the passing lane project was marked substantially complete Oct. 18. He added tree plantings were done along one of the lanes north of Rosalia, and the trees will need to be checked for survival after a year before the books can be closed on the project.     Palouse Police Officer Joe Handley resigned to become a full-time officer in Colfax. He served his last day Oct. 29 for the Palouse department which also covers Garfield. Handley worked for Palouse since May 2015. “Officer Handley is a very well-respected peace officer,” said Michael Echanove, Palouse mayor. “He’s a young man with a bright future.   • County okays requested speed reductions at Palouse, Malden

    Whitman County Commissioners approved two speed changes Monday. The first, a 7.9 mile-stretch of Cache Creek Road, south of Malden to Highway 195, came about after a petition by residents. A subsequent traffic study was conducted by Marc LaVanWay, staff engineer for Whitman County.     County Building Inspector Dan Gladwill presented a 2018 third quarter report to county commissioners Monday. Total valuations for the July-September period added up to $3,045,294, with fees of $34,819. A total of 44 building permits were issued and 108 inspections completed. Commercial valuation was $538,079, which is included in total valuations. “Pretty average, almost a high average,” said Gladwill.     Whitman County Public Works Department is in preparation for its yearly notice to close 361 miles of roads around the county from Nov. 15 until March 15. This year, an extra precaution will be added at one road, to supplement the familiar seasonal closure signs. Concrete highway barriers will be placed at each end of Catholic Cemetery Road north of Tekoa.     Whitman County Public Works returns to its winter schedule Nov. 5, running five eight-hour days from 7 a.m. - 3:30 p.m. The change marks the end of the summer schedule of four ten-hour days, which began in April at daylight savings time. The five days per week schedule costs the county more money, as now there may be five round trips made per week to a job site instead of four, along with less daylight time to work.
