NOTICE IS HEREBY GIVEN that a State Presidential Primary will be conducted on Tuesday, May 24, 2016, in Whitman County, Washington.

Voter registration deadlines : Standard deadline : Applications or updates must be postmarked or submitted online no later than Monday, April 25, 2016. Forms are available at Pullman City Clerk’s Office, or at the Whitman County Election Department, N. 304 Main St, Colfax. Registrations and updates may also be submitted online at http://www.secstate.wa.gov. Late deadline : For individuals not currently registered in Washington State, in person registration at the Whitman County Elections Department, N 304 Main St., Colfax, closes Monday, May 16, 2016.

Offices on the ballot: Major political party nomination for President of the United States.

Important instructions for voting in the Presidential Primary: In this Presidential Primary, the major political parties require voters to pick a party in order to participate. Voters who choose to vote for a Democratic candidate must mark the Democratic Party declaration on the return envelope. Voters who choose to vote for a Republican candidate must mark the Republican Party declaration on the return envelope.

Voting by mail: Ballots are mailed to all eligible voters no later than 18 days prior to the election. Replacement ballots: If a qualified voter does not receive a ballot or it is lost, spoiled or damaged, replacement ballots are available by contacting the Whitman County Election Department at 509 397 5284.

Returning voted ballots:

Ballots are counted only if the qualified voter marks a political party declaration box and signs the return envelope.

Ballots must be postmarked no later than May 24, 2016, or received by the Whitman County Election Department no later than 8:00pm on that date. Access Disability Unit: An ADU compliant and language assistance voting unit is available at the Whitman County Election Department, N. 304 Main St, Colfax, during regular business hours 8:00am to 5:00pm Monday through Friday beginning May 6 through May 24th. And 8:00 am to 8:00 pm on Election Day.

NOTICE IS HEREBY GIVEN THAT, in order to update voter information for the May 24, 2016 Presidential Primary Election, a person who is already registered to vote in Washington may update their registration no later than April 24, 2016. A registered voter who fails to transfer their residential address by this deadline may vote according to their previous registration address.

If a person is not registered to vote in Washington they must submit a registration application in person; and may register at the Whitman County Election Center N 304 Main St., Colfax, WA or Pullman City Clerk’s office 325 SE Paradise St., Pullman WA no later than May 16, 2016. (RCW 29A.08.140)

Notice of Determination of

Non Significance (DNS)

The Washington State Department of Transportation proposes maintenance work on Bridge 195/27 and Bridge 26/2SP concrete T-beam bridges.

Both bridges are structurally deficient and the deteriorating concrete balusters need to be removed and new three beam rail attached.

Below deck, various deteriorated areas will be patched with concrete and grout.

There is no work below ordinary high water mark, but there will need to be a temporary work platform set up on the channel bed.

This will be done in the dry.

Equipment used below the deck will be lowered by crane and placed on top of fabric or other protection.

There will be no vegetation removal or channel modification.

This project is on US 195 and SR 26, within the City of Colfax at the north end, crossing the Palouse River.

It is located in Section 11 Township 16N Range 43E.

Using State Environmental Policy Act Rules (Chapter 197-11 WAC), we reviewed a complete environmental checklist and other relevant information on file. We concluded this action will not have probable significant adverse impacts on the environment and have issued a DNS for the proposal.

NOTICE IS HEREBY GIVEN that the public meeting will be held by the Town Council at the Rosalia Public Library (north door at rear of building), on April 26, 2016 starting at 6:30 P.M .; a public hearing will be held by the Town Council at the Rosalia Public Hearing (north door at rear of building), on May 17, 2016 starting at 6:30 P.M. The purpose of the public meeting and hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG) planning only grant and general purpose grant, and receive comments on proposed activities, particularly from lower-income persons and persons residing in the Rosalia area.

Up to $750,000 may be available to the Town of Rosalia on a statewide competitive basis to fund public facility, community facility, economic development planning and affordable housing projects that principally benefit low- and moderate-income persons.

An outline of the proposed sewer system project will be available for review at the Public Library or City Hall in the Town of Rosalia on May 17, 2016.
