    The Port of Whitman County’s $13 million 2011 budget was approved unanimously by port commissioners following a public hearing Monday. Inflated by a $12 million federal stimulus grant for a north-south fiber optic connection between Pullman and Spokane, the $13,736,000 2011 spending plan is a steep increase over the 2010 budget of $2,960,600.     A state snowplow truck went out of control on Main Street in Colfax Saturday night and struck the end of the AAG Insurance building in the 400 block of S. Main. The plow driver, Robert L. Sillonis, 50, Colfax, was not injured. The office building was unoccupied at the time of the accident. According to the State Patrol report, Sillonis was driving the 2003 International plow northbound at 8:45 p.m. when he was stricken by a coughing fit.     Five Colfax elementary school staff members will accept the school’s award of distinction today in Spokane.
