    In the month since the Tekoa city council passed regulations against pit bulls, the new enforcement officer has already responded to several complaints. After pit bull attacks that bloodied a horse and a woman earlier this year, the Tekoa city council June 21 banned residents from bringing additional pit bulls into town. Thomas Hammer Coffee Roasters of Spokane is purchasing four of the five Daily Grind coffee stands in Colfax and Pullman. Conversion to the Thomas Hammer brand is expected to begin next month.     Two local park and recreation district funding proposals will join the U.S. senate and congressional races and a state supreme court race as the most significant issues on the Aug. 17 primary. Whitman County’s elections office will mail 19,053 primary ballots to voters Friday. An additional 220 ballots have already been sent out to military and overseas voters.     The autopsy of Whitman County’s defunct finance department continued this week, as officials considered where best to distribute its functions. One week after giving Auditor Eunice Coker the authority to hire a finance director, commissioners Monday discussed the likely creation of two more jobs to perform those duties.
