NOTICE IS HEREBY GIVEN that in accordance with an order heretofore entered on the 28th day of July, 2017, by the Board of County Commissioners of the County of Whitman, State of Washington, directing sale of real property hereinafter described, acquired by the said County of Whitman, for delinquent taxes under foreclosure suite and sale, I the undersigned County Treasurer of said County, will on the 28th day of July, 2017, commencing at the hour of 9:00 a.m.

The City of Tekoa is accepting sealed bids on a package deal for two pellet stoves and piping. The newest one is a Heatilator and the other is a Turbo Fire Pellet Stove. Notice of Determination of

Non Significance (DNS)

Washington State Department of Transportation staff considered all relevant environmental and social aspects for the maintenance of McCoy Creek by removing sedimentation. This site is located in Whitman County adjacent to State Route 27 at Milepost 35.60. The tributary crosses under SR 27 through a box culvert at MP 35.52 and ends downstream at Pine Creek 800 lineal feet to the southeast. The proposed work begins at the box culvert and ends 750 lineal feet upstream.

Using State Environmental Policy Act Rules (Chapter 197-11 WAC), we reviewed a complete environmental checklist and other relevant information on file. We concluded this action will not have probable significant adverse impacts on the environment resulting from its continued use. We have issued a DNS for the proposal.

ISSUE A LIMITED GENERAL

OBLIGATION BOND AND

CONDUCT A PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Board of Directors (the “Board”) of Endicott School District No. 308, Whitman and Adams Counties, Washington (the “District”) intends to issue a non-voted limited general obligation bond (the “Bond”) and will hold a public hearing on July 13, 2017, starting at 1:30 p.m., or as soon thereafter as possible, in the library at Endicott School, 308 School Drive, Endicott, Washington, for the purpose of hearing comments from the public on the proposed issuance of the Bond.

The proposed Bond will be issued as a limited general obligation bond under RCW 28A.530.080; will be in the principal amount of not to exceed $355,000; will be dated its date of delivery to the purchaser thereof; will be issued only in fully registered form; will bear interest at the rate(s) to be determined based on market conditions; will mature within three (3) years of the date of issue; may be subject to prepayment prior to maturity of the Bond; will be issued and sold in such manner, at such time as will be required for the purpose for which the Bond is to be issued; and will include other related terms and conditions, all as deemed necessary and advisable by the Board.

The exact date, form, terms, price, interest rate(s), maturity date, purchaser and repayment schedule of the Bond will be hereafter fixed by resolution of the Board.

The proceeds of the Bond will be used to pay costs of: (1) making health, safety and energy efficiency improvements at Endicott School, including, but not limited to: (a) upgrading HVAC and system controls; and (b) upgrading lighting within the gymnasium, multipurpose room, shop and building exterior; and (2) carrying out other purposes authorized by RCW 28A.530.080, all as deemed necessary and advisable by the Board.

The principal of and interest on the Bond will be paid from money from the District’s Capital Projects Fund (including, but not limited to, tax proceeds received from the District’s Capital Levy for Health, Safety and Energy Efficiency Improvements approved by the voters on April 28, 2015) and General Fund, and from other legally available money of the District.

Any person wishing to be heard on the proposed issuance of the Bond should appear at the public hearing and present their views.

Alternatively, or in addition, such interested persons may submit their views on the proposed issuance of the Bond in writing and deliver them to: Dana Crider, Business Manager, 308 School Drive, Endicott, Washington 99125 on or before the date of the public hearing.
