MITIGATED DETERMINATION

OF NONSIGNIFICANCE (M-DNS) AND

A ZONE CHANGE HEARING

Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Jess Ford proposes to change the zone of an approximately 2.9 acre existing parcel from the Agricultural District to a Limited Heavy Commercial District for a parking lot expansion. The property is located southwest of Pullman, on SR 27, in Section 7, Township 14 N., Range 45 E., W.M., Whitman County, Washington, and is bordered by South Grand Avenue and Harms Road.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

The public is also notified of the intent to hold a public hearing during a Whitman County Planning Commission meeting on May 3, 2017 at 7:00 PM in the Public Service Building, 1st floor auditorium, N. 310 Main St., Colfax, WA 99111.

NOTICE IS HEREBY GIVEN that the Whitman County Board of Commissioners will conduct a closed record appeal hearing on Monday, April 17, 2017, at 11:30 a.m. in their Chambers, Courthouse, Colfax, Washington.

NBI Bridge Load Ratings

Whitman County solicits interest from consulting firms with expertise in NBI Bridge Load Rating. Multiple consultants may be selected.

PROJECT DESCRIPTION

The work to be performed by the CONSULTANT will consist of preparing load ratings on all Whitman County owned bridges. The load ratings will need to meet the current NBI Load Rating standards. Whitman County manages approximately 300 bridges that, due to the updated NBI design vehicle, some of which need new load ratings to be prepared by the end of 2017 and the remainder by the end of 2021.

SUBMITTAL

Submittals should include firm name, contact information, project manager, and firm/personnel qualifications. Submittals will be evaluated and ranked based on the following criteria: 1) key personnel; 2) firm experience with similar projects, 3) ability to meet schedule, 4) past performance 5) past performances/references. Sealed proposals for this project will be received by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington until 11:00 a.m. Pacific Daylight Savings Time, on Monday, April 17, 2017, at which time all bids will be opened and publicly read.

Each proposal shall be separately sealed in an envelope addressed to Whitman County Board of County Commissioners with the name of the Bidder and the project name clearly written or typed on the outside of the envelope. NO FACSIMILIES OR EMAILS WILL BE ACCEPTED. Handicap access to Whitman County Courthouse is available at the Mill Street Entrance.

The Project contemplated consists of improving the contact water collection and storage system and adding a fire suppression water holding tank at the Carothers Road Solid Waste Facility. The work will be bid in multiple packages and awarded based upon District’s funds available and discretion. Project valuation may generally range between $100,000 and $225,000.
