Notice of Application for Coverage Under the General Permit for Biosolids Management

Notice is hereby given that the City of Colfax has submitted an application to the Department of Ecology to obtain coverage under the General Permit for Biosolids Management.

The City of Colfax has reviewed documentation previously submitted in accordance with the State Environmental Policy Act (SEPA) and has determined that for the purposes of this proposal, SEPA requirements have been satisfied.

The City of Colfax issued a Determination of Nonsignificance (DNS) on October 6, 2005 for the proposal described in this notice after review of a completed Environmental Checklist and other information on file with the agency.

The City of Colfax applies biosolids as a soil amendment. The land application site is located at 361 Roberts Road, Colfax, WA. Our permit application includes Site Specific Land Application Plans that address the management of our biosolids at these sites. Our permit application includes a General Land Application Plan that addresses how future land application sites will be identified and managed. Proposals for new sites will be consistent with our General Land Application Plan, and additional environmental review will be completed if needed. Public notice at proposed new sites will include a 30-day comment period, and signs will be posted around the proposed sites.

Any person who wants to comment on this proposal or to request a public hearing or meeting must do so, in writing. Comments or requests must be submitted to Betty Ann Bickner within thirty (30) days after the last day of publication.

SUMMARY OF TOWN OF GARFIELD ORDINANCE NO. 423N.

AN ORDINANCE ADOPTING THE PROPERTY TAX INCREASE FOR COLLECTION IN 2013.

Section 1. The dollar amount of the increase over the actual levy amount from the previous year shall be $594.92, which is an increase of one percent from the previous year, plus an increase of $673.05 which is an increase of 1.13% from the previous year, due to banked capacity. This increase is exclusive of additional revenue resulting from new construction allowed under the provisions of RCW 84.55.010, plus improvements to property, newly constructed wind turbines, any increase in the value of state assessed property, any annexations that have occurred and refunds made.
