NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND

INTENT TO ISSUE AN

ADMINISTRATIVE USE PERMIT

The Whitman County Planning Office issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: American Tower Corporation has requested an administrative use permit for a proposed 100-

foot communications tower and one 11.5-foot x 20-foot equipment shelter. The tower will allow co-location of other carriers and Whitman County Emergency Services The site is located at 6002 SR270, in the SE 1/4 of Section 2, Township 14 N., Range 45 E., W.M., Whitman County,

Washington, approximately 1 mile east of the City of Pullman. After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

The public is also notified of the intent to issue an administrative use permit for this proposal as per Chapter 19.58.050(A). Interested persons may submit written comments regarding the proposed zoning action and written and signed environmentally-focused comments on the DNS to the County Planning Office, P. 0. Box 430, Colfax, WA 99111-0430, (fax) (509) 397-6210, before 5 p.m., October 11, 2012.

Copies of the DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), Colfax, WA 99111.

NOTICE OF CALL FOR BIDS

WOOD WASTE AREA PAVING

WHITMAN COUNTY,

Sealed proposals for this project will be received by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m. Pacific Daylight Savings Time, on Monday, October 8, 2012, at which time all bids will be opened and publicly read.

Each proposal shall be separately sealed in an envelope addressed to the Whitman County Board of County Commissioners with the name of the bidder and the project name written plainly on the outside of the envelope. (NO FACSIMILES ACCEPTED)

Detailed bid sheets and specifications may be obtained from the Whitman County Engineer at his office on the Second Floor of the Public Services Building, North 310 Main Street in Colfax, Washington upon payment in the amount of $20.00 (Non-Refundable). The detailed bid sheets and specifications are also available for download at http://www.whitmancounty.org.

This contract provides for the improvement of the Wood Waste Area at Whitman County Solid Waste Facility with grading, surfacing, paving and minor drainage, all in accordance with the Contract Plans, Provisions, and Standard Specifications.

Handicap Access to the Whitman County Courthouse is available at the Mill Street Entrance.

Federal Universal Service Charge (FUSC) Factor Increase from 15.7% to 17.4%,

Effective October 1st, 2012. "The Federal Universal Service Charge (FUSC) Surcharge Factor recovers

The following is a summary of Ordinance No. 804 passed by the Tekoa City Council on

September 17, 2012:

AN ORDINANCE of the City of Tekoa, Washington, relating to the water system of the City; providing for the issuance of a water revenue bond of the City in the principal amount of $2,736,000 for the purpose of providing funds to pay part of the cost of the acquisition, construction and installation of improvements to the City's water system; fixing the date, form, maturity, interest rate, terms and covenants of such bond; providing for the registration and authentication of such bond; creating and adopting certain funds and accounts; providing for the issuance of additional bonds; approving the sale and providing for the delivery of the bond to the United States of America acting through the Department of Agriculture; and providing for other matters properly relating thereto.
