Town of St. John, Washington, (Owner), invites bids for the construction of the Well No. 5 and Other Well Improvements Project. The work includes the drilling, casing, developing, and testing of, and other miscellaneous work associated with a new basalt potable water well. Total depth of the well is anticipated to be from 500 to 550 feet, with approximately 55 feet of 16-inch diameter casing, 250 feet of 12-inch diameter casing, and from 200 to 245 feet of 10-inch diameter liner. The work also includes Additive Alternate No. 1 which is the decommissioning of the Owner’s Well No. 3.

Sealed bids for the described project will be received by Ms. Linda Hayes, Clerk/Treasurer at City Hall, East 1 Front Street, St. John, Washington 99171-0298, until 3:00 p.m., local time, January 19, 2011, and then publicly opened and read aloud.

The Contractor is subject to all requirements related to Washington Prevailing Wage Rates for Public Works Projects, EEO, and Washington State Contracting Laws, and other applicable Federal, State, and local requirements. This project is being funded in part by USDA Rural Development.

PUBLIC HEARING

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Town Council at the Rosalia Community Center, on January 11th, 2011, starting at 7:00 p.m.

The purpose of the public hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from low- and moderate-income persons and persons residing in the Rosalia area.

Up to $1,000,000 may be available to the Town of Rosalia on a statewide competitive basis to fund public facility, community facility, economic development and affordable housing projects that principally benefit low- and moderate-income persons.

A draft application for the proposed project, including wastewater treatment plant upgrades and water and sewer line replacement, will be available for review at Rosalia City Hall on January 7th, 2011.

Comments may be submitted in writing to Rosalia City Hall until January 11th, 2011.

The Community Center is handicap accessible.

Request for Qualification Data to Furnish

Engineering and Land Surveying Services

The City of Tekoa, Washington (pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering and land surveying services for the 2010 calendar year in conjunction with sponsored projects. Potential prospects requiring engineering services include airfield, sewer, water, and street planning (including WSDOT, TIB, CDBG, USDA RD and PWTF projects), design and construction management, contract administration on-call consulting, and grant applications.

Qualification and performance statements will be reviewed, placed on file for the 2011 calendar year, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal will be requested for any specific project. Those firms who have statements on file for the 2010 calendar year should only respond with a request for their statement to be renewed for 2011 along with any pertinent amendments to their statement.

Minority- and women-owned firms are encouraged to submit statements of qualifications.

ADVERTISEMENT FOR BIDS

City of Tekoa

Well No. 2 Replacement Project

Drilling Phase

Sealed bids will be received until 3:00:00 p.m., January 7th, 2011 at the Tekoa City Hall, 419 Washington St. (P.O. Box 927), Tekoa, WA, 99033, at which time the bids will be publicly opened and read aloud.

The City of Tekoa, Washington (Owner) plans to drill and complete an approximately 300-foot-deep production well, designated Well No. 2 Replacement.

The well is intended to replace an existing well, Well No. 2, located within the Northeast _ of Section 24, Township 20 North, Range 45 East.

The well is expected to tap a basalt aquifer, although sedimentary interbeds likely will be encountered.

The new well is expected to be permanently cased with 12-inch-diameter casing to approximately 50 feet below ground surface.

The well shall be completed as a nominal 12-inch-diameter open hole below the permanent casing and will contain a 10-inch-diameter steel liner with screened intervals.

The liner will extend from approximately 10 feet above the bottom of the permanent casing to the bottom of the completed well.

Forty-five (45) calendar days will be allowed for the project.

The work will also include the decommissioning of the existing Well No. 2 inside the existing wellhouse, including removal of a suspected basalt rock bridge obstructing the well midway down the borehole to assure that full well depth has been reached. The work will also include sealing of the borehole by filling with bentonite chips, and perforation and grouting of the surface casing.

Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier’s check, or bid bond executed by a licensed bonding company, payable to the City of Tekoa, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price.

NOTICE IS HEREBY GIVEN THAT, in order to vote in the February 8, 2011 Speciall Election, a person who is already registered to vote in Washington may update their registration no later then January 10, 2011. A registered voter who fails to transfer their residential address by this deadline may vote according to their previous registration address. If a person is not registered to vote in Washington State and they choose to register by mail they must submit a registration application no later than January 10, 2011 or register in person at the Whitman County Auditor’s Office or Pullman City Hall in the Clerk’s office no later than January 31, 2011.
