    The grass is frosted, the trails are stiff, the signs are cold. But activity continues at County Parks and for its board of directors. In a meeting Dec. 8 at the Public Service building in Colfax, the board convened for their final meeting of 2011. Items on the agenda included exploration of a new Kamiak Butte Trail, a five-year comprehensive parks plan and a budget update.     First of two cases in Whitman County Superior Court tests state’s medical marijuana laws. In a high-profile medical marijuana case, a Whitman County jury convicted Tyler Markwart, 30, Seattle, of five counts of growing and selling marijuana Tuesday. The jury also found Markwart guilty on a gun enhancement charge which was sought by Senior Deputy Prosecutor Bill Druffel.     Three SJE wrestlers ventured to Potlatch Friday with mixed results in a match tourney, and the Eagles returned to Potlatch Saturday for the giant pod tourney and were blanked with mostly losses coming off pins. The crew hopes to advance their performance up a notch Saturday when they head for the Springdale tournament.     A budget proposal from the Washington House of Representatives should let Whitman County rest a little easier, for now. The House Ways and Means committee Monday approved a $480 million change to the state’s tight budget.     A new charge of malicious mischief was filed against a 17-year-old Colfax youth Dec. 7 in juvenile court. The charge alleges the youth wrecked his mother’s laptop computer during an argument. The youth already faces charges of assault, harassment with a threat to kill and interfering with a domestic violence report involving another victim.   • Chain crash stacks up four vehicles

    Wreckage covers Highway 195 just south of Colfax after a four-car chain accident Tuesday afternoon. According to the report by WSP Trooper Brandon Kendall, the accident began when the front three cars slowed for a vehicle turning left off the highway into a driveway.     Colfax boys roared out of the box on the new hoop season with a 3-0 run last week. The Bulldogs stopped Liberty 60-49 Tuesday night on the road for their first league win after defeating two NE-A foes, Lakeside and Freeman Thursday and Friday.     A response to the town of Rosalia’s motion for a reconsideration in the motorcycle rally suit by Josh Bryan was filed in court Friday by Bryan’s attorneys. The response urges the court to reject the motion and stand by its earlier ruling that Rosalia breached a licensing agreement it had made with Bryan.     A second hearing on Whitman County’s $57 million budget for 2012 will be in the commissioners’ chambers at 10:15 a.m. Monday, Dec. 19. Departments plan to spend $401,155 more than the county will earn in revenue next year. By finding other funding sources for $353,000 worth of capital improvements, Administrative Director Gary Petrovich said the deficit could be cut down to $47,000.     Attorneys for Kentucky Blue grass seed growers in this area and on the Camas Prairie have filed motions to add a Consumer Protection Act claim against The Scott’s Co. The motions were filed by Spokane Attorney Richard Kuhling who has represented the growers. The suits allege Scotts and the seed processing companies have failed to make payments on seed which was harvested under contracts.
