    A lenticular cloud hangs low over Steptoe Butte on Nov. 10. Photographer Casey Lowder said the clouds are rare and exceptionally fleeting.     ARLINGTON, VA — The Vietnam government is eliminating a 3% tariff on U.S. wheat on Dec. 30. The U.S. Wheat Associates (USW) and the National Association of Wheat Growers (NAWG) noted their appreciation for the USDA’s Foreign Agricultural Service (FAS) and Vietnam’s Ministry of Finance in their work to end the tariff.     OLYMPIA — The state Supreme Court found Gov. Jay Inslee’s partial vetoes of the 2019 transportation budget unconstitutional by a 7-2 ruling on Nov. 10.
