    Palouse Board of Adjustment needs to fill a vacancy. Members are appointed by the mayor and approved by the Palouse City Council.     An amphibious airplane experiencing engine problems made an emergency landing on Rock Lake Monday afternoon. St. John Fire Department received the call at 2 p.m. and responded and found the plane had landed near Johnson's Beach. No one was injured. Responders used a boat to tow the plane to the fire department's dock, and the pilot used the phone at the shop to call a mechanic.
