    All a buzz The City of Colfax seems to be all a buzz about the Hullabaloo now that the Chamber of Commerce voted to let it go for this year. We have tried for the last six months to generate interest and find people willing to volunteer their time, ideas and talents to bring it together.     The League of Women Voters of Pullman and the Washington Coalition for Open Government will present a panel discussion on the state’s Open Meetings Act and the state law that requires the maintaining of a permanent record of the minutes of meetings.     The Oakesdale city council has agreed to buy materials needed to clean up the old Richfield auto shop for use in food service for Old Mill Days July 20. Gail Parsons, food volunteer for the event, appeared at the June 17 city council meeting to ask for permission and assistance with materials. Parsons said he would like to caulk the windows and repaint the walls. “Very minimal,” he said.     Finding Whitman County too distracting, county commissioners plan to have a strategic planning session in Clarkston for two days at the end of July. The session will include all three commissioners, along with commissioners’ clerk Maribeth Becker, county administrator Gary Petrovich, finance administrator David Ledbetter and Public Works Engineer Mark Storey.   • Colfax council approves six-year street/road plan

    Future work on Cedar Street and the North Palouse River Road are included in the street project plans in the Colfax six-year street program. The listing of projects was presented to the city council at the June 17 meeting and approved at the July 1 council session. The State Department of Transportation each year requires towns to outline a six-year street plan. Whether or not projects listed on the plan become a reality is generally determined by funding.     The time frame for the Colfax School District levy summer construction project is being adjusted due to high bids. District Superintendent Michael Morgan gave an update to the school board Monday night, reporting that bids came in $60,000 higher than expected for the project, which includes remodeling the Jennings Elementary main entrance, installing steel doors and electronic locks on Jennings and the high school, adding security cameras and more. In the boys age 9-10 100-yard relay, the team of Ryan Baljo, Tyler Bober and Shawn Bober took first with a time of 2:05.00. For the boys 13-14, 200-yard medley relay, T.O.R.’s Mikey Greybeck, Dylan Eaton, Trenton Gregory and Trenton Beardsley finished first with a time of 3:08.82.   • The glass factor: Single stream recycling comes with cost increase to customers

    Single stream recycling has officially arrived in Whitman County. With it have come some added costs, which may soon be reflected in customers’ bills, according to Devon Felsted, operations manager for Pullman Disposal. Felsted’s service has applied for a rate increase with the Washington State Utilities and Transportation Commission. He hopes it will be approved in July, expecting a $2.50 per customer per month increase. Empire Disposal, based in Colfax, has also circulated notices of the cost increase. Jay Inslee praised the entrepreneurial spirit of the Palouse Wind project Monday afternoon at a ceremony commemorating the generation of 150,000 megawatt hours of clean and renewable energy since the start of operation in December 2012.     Joshua Pogue, 30, Pullman, sustained bumps and bruises in a one-car rollover accident on the Albion Road near the Christian Road intersection Saturday at 4:55 p.m. According to the report by Sheriff's Sgt.     An overflow parking lot is becoming a community garden in Colfax. The lot, owned by Peace Lutheran Church, began to be transformed in mid-June, as part of an effort by the church and Backyard Harvest, a group based in Moscow. Backyard Harvest operates eight community gardens, and they received a $14,500 grant last year to build more.     Fourteen teams with 166 people will gather at the Colfax High School track for the 17th annual Whitman County Relay for Life this Friday and Saturday, according to organizer Cozy Lueck.     Whitman County is expected to go into a harvest mode starting next week with the crews starting on the breaks of the Snake River.     Fireworks lit up the night sky in Endicott on July 4. People shouted and clapped as the displays shot into the sky. The fireworks lasted about a half hour thanks to Tony Anderson and his crew.
