Notice to Consultants for Citywide Intersection Improvement Project and Citywide Pedestrian Crossing Improvements

The city of Pullman, Washington requests statements of qualifications (SOQs) from qualified consultants to provide design engineering services for two projects titled Citywide Intersection Improvement Project (Project A) and Citywide Pedestrian Crossing Improvements (Project B). This consultant agreementis expected to be in place in July 2024 through January 2025 with the option for the City of Pullman to extend it for additional time and money if necessary. A Local Agency Professional Services Cost Plus Fixed Fee Consultant Agreement will be the contract document for this work.

The City of Pullman reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

PROJECT DESCRIPTION

Project A design shall include installation of traffic signal controllers and cabinets, flashing yellow arrows, leading pedestrian intervals, 12-inch signal lenses, reflectorized backplates, and internally illuminated street signs at nine different traffic signals in Pullman. Project B design shall include installation of Rectangular Rapid Flashing Beacons and appurtenances at four different locations in Pullman. Both Project A & B do not have a mandatory DBE goal for consultants. The major features of the project are as follows: Complete final design engineering documents for Project A and Project B including all essential design elements noted in the City Safety Program application. It is anticipated that approximately

50% and 90% design documents will be provided for City review and comment, prior to completing the final design engineering documents. The final deliverable should be a bid ready set of plans, specifications, and cost estimate for each project.

Obtain WSDOT Local Programs approval of the final bid ready set of plans, specifications, and cost estimate for each project. The City reserves the right to negotiate future (construction) phases of Project A and Project B with the selected consultant. Consultants interested in submitting a proposal should request the full Request for Qualifications document, which is available electronically only, in PDF format, from the Pullman Public Works Department by calling or emailing Public Works Administrative Support at 509-338-3220 or pwcd-admin@pullman-wa.gov.

EVALUATION CRITERIA

It is anticipated that the consultant selection will be shortlisted to three firms using the following basis:

A. Understanding of this project and project approach (30%)

B. Project team qualifications expertise and related similar experience (40%)

C. Demonstrated ability to meet schedule (20%)

D. Familiarity with WSDOT standards (10%)

A telephone interview will then be utilized with each of the three shortlisted consultants in order to ultimately select a consultant.

Telephone interviews, will be scheduled as soon as practicable, probably in June 2024. The City also reserves the right to continue with the selected consultant on future phases of the project at its sole discretion.

SUBMITTALS

The submitted SOQ should include, as a minimum, the following information:

A. An introduction to your firm including principals who will be involved with this project.

B. The name, title, address, and telephone number of individuals with authority to negotiate and execute contracts and who may be contacted during the evaluation process.

C. The names and qualifications of the key personnel who will be assigned to this project. Identify the project manager who will be responsible for this project and who will be your firm’s primary contact.

D. A discussion of your understanding of this project and why your firm is best qualified to perform this work. Elaborate on your understanding of the scope of services to be provided, particular challenges which you foresee this project presenting, and your approach for addressing these challenges. Describe availability and timeline to complete the project.

E. A list of projects similar to this project which your firm has completed in the recent past. A list of similar projects the identified project manager has recently completed. Provide references for each of these lists.

F. This project has federal funds and requires the consultant and any subconsultants to have a federal acquisition regulation compliant indirect cost rate or a compliant Safe Harbor Rate at the time of selection. Please verify your firm and any subconsultants status in regards to this requirement in your proposal. A copy of the rate confirmation will be required prior to the execution of any contract.

SOQs shall be limited to ten pages in length, not including title page, table of contents, resumes and references. SOQs shall be developed from the consultant’s understanding of and experience with this type of work, and the information provided herein. Cost proposals shall not be included in the SOQ, since cost will not be considered in the evaluation, ranking, and selection phase. Please do not contact City staff during this phase of the consultant selection process for more particular information, personal site visits, etc.

To be considered for this project, one (1) digital copy (email attachment to Clayton Forsmann, thumb drive, etc.) of the SOQ must be received at the office of the Department of Public Works, City of Pullman, no later than 5:00 p.m., PST, on May 30, 2024. Submittals will not be accepted after that time and date. The appropriate mailing address is:
