PUBLIC NOTICE

Whitman County Public Works, PO Box 430 Colfax, WA 99111-0430, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Almota Road, is located south of Colfax, WA from Milepost 5.82 to Milepost 7.96 on Almota Road in Whitman County.

This project involves 8.29 acres of soil disturbance for Highway or Road construction activities.

Some discharges and runoff goes to ground water. The receiving waterbodies are a Tributary to Union Flat Creek, and Union Flat Creek.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

NOTICE OF BUDGET HEARING

A public hearing to review and adopt the 2022/23 Colfax School District No. 300 budget extension for the Capital Projects Fund will be held Monday, February 13, 2023 at 6:45 p.m. in the District Board Room, 1207 N Morton St, Colfax, WA. The Palouse-Rock Lake Conservation District adopted Resolution #47 at their January 19, 2023 Board Meeting in order to hold an election for a board member position on the Palouse-Rock Lake Conservation District Board. The election will be held on March 7, 2023 at the Palouse-Rock Lake Conservation District Building at 3 N Park, in St. John, WA from 8:30 a.m. to 4:00 p.m. Interested candidates must be registered voters residing in the Palouse-Rock Lake Conservation District, and may be required to own land or operate a farm. The filing deadline for candidates to file their candidate required information is February 4, 2023. Registered voters who reside within the conservation district boundary are eligible to vote. Supervisors serve without compensation but, are eligible to be reimbursed for appropriate expenses. The Board of Supervisors provide guidance and direction, as well as set policy for the conservation district. Election procedures are available at the district office or at the State Conservation Commission at scc.wa.gov/elections. Absentee ballots are available upon request for eligible voters by contacting the district office prior to February 14, 2023 at 3:00 p.m. All ballots must be returned to the polling location prior to the Election Day.

An upcoming board seat on the Palouse-Rock Lake Conservation District is available for appointment by the Washington State Conservation Commission. Conservation district board supervisors are public officials who serve without compensation and set policy and direction for the conservation district. An applicant must be a registered voter in Washington State, and may be required to own land or operate a farm. Applicants for appointed positions do not have to live with the district to apply. Whitman Conservation District

WHEREAS, the Board of Supervisors of the Whitman Conservation District (“District”) operates under the laws of the STate of Washington applicable to conservation districts.

WHEREAS the District is governed by a five-member board, as set out in RCW Chapter 89.08 and WAS Section 135-110.

It is RESOLVED that a poll-site election for an open position on the District board of Supervisors will be held on March 9th from 2:00 p.m. until 6:00 p.m. at 601 N. Main Street, Colfax, WA 99111.

The elected position whose term is expiring in May 18, 2023 is currently held by Amy McKay.

Interested candidates must be registered voters who reside within the boundaries of the District. Candidates may be required to be landowners or operators of a farm, depending on the current composition of the District board of supervisors. The filing deadline for candidates to file their candidate required information is Friday, February 3rd, 2023. Interested candidates must file their candidate required information at Whitman Conservation District at 601 N. Main Street, Colfax, WA 99111.

Eligible voters are registered voters who reside within the boundaries of the District. The last day and time that voters can request ballots from the District is Monday, February 16th, 2023. Ballots can be requested from Whitman Conservation District located at 601 N. Main Street, Colfax, WA 99111. Or by calling the office at 509-288-4644. If a voter is returning a ballot by mail, the voter must account for the time it will take for the ballot to be returned to the district by mail.

A conservation district supervisor is a public official who serves without compensation and who sets policy and direction for the conservation district. The published election procedures can be viewed at the District office and are available from the Washington State Conservation Commision.

City of Tekoa

ORDINANCE No. 882

An ordinance of the City of Tekoa, Washington, amending Ordinance 374,§14 and amending the Tekoa Municipal Code Section 5.08.130, regarding the ornamentation of graves at Goldenrod Cemetery.

WHEREAS, on March 17, 1958, Ordinance No. 374 was adopted by the City Council regulating the adornment of the cemetery; and

WHEREAS, the council has determined it needs to amend Ordinance 374 and to align with the current laws of the State of Washington and meet the needs of the citizens and the laws of Tekoa;

The City Council of the City of Tekoa do ordain as follows:

Section 1. 5.08.130 - Inscriptions, Adornments, Plants

(a.) All fittings, adornments, urns, inscriptions and/or arrangements of the crypts or niches shall be, and are hereby declared to be subject to the approval and control of, and acceptance or rejection by, the CITY.

(b.) All vases and stands must be approved by the city or cemetery staff.

1. City of Tekoa is NOT responsible for any lost, stolen or removed items after dates below have expired.

2. Any items that are not on the list below must be approved by the city or cemetery staff. No items will be kept or stored by the city or cemetery.

(c.) Always prohibited:

1. Glass items, food items, beverages, or string lights, left on headstone or grass.

2. Any item to the side of the headstone, with the exception of one staked item immediately next to the headstone and anchored securely in the ground (i.e. one plant stand, one spray of artificial flowers, one solar light, etc.).

(d.) Always allowed on top of the headstone:

1. Real flowers, coins, small stones/rocks, or other small items that have been secured to the headstone.

(e.) October 25th- March 31st:

1. Decorate as wanted within allowed items. Items must be picked up by March 31st or they will be disposed of. The CITY is not responsible for lost, stolen or damaged items due to weather or maintenance.

(f.) April 1st- October 24th

1. No decor on grass. Staked items must be against headstone or close as possible or they will be removed. All other items must be on headstone and weighted down or secured. Items may remain for 1(one) week. The owner must remove the items or cemetery maintenance staff or the city will remove items and dispose of them.

2. Birthday, death day, Anniversary may be celebrated for 1(one) week after which items must be removed or the CITY will remove and dispose of.

3. Memorial Day: May decorate the weekend prior to the holiday and leave through the second weekend in June. After that items must be removed by the owner or will be removed by the CITY and disposed of.

Section 2. The ordinance shall be in full force and effect five days after it or a summary thereof, is published in the official newspaper of the City of Tekoa as required by law.

TOWN OF MALDEN

MUNICIPAL ENGINEERING SERVICES

REQUEST FOR STATEMENT OF QUALIFICATIONS

The Town of Malden (pursuant to RCW 39.80) is inviting Statements of Qualifications (SOQ) from firms interested in providing professional municipal engineering services during the 2023-2025 calendar years. The Town will be selecting a consulting engineering firm for various municipal engineering services for water and wastewater system improvement planning and design, storm drainage improvement planning and design, street and sidewalk projects, grant and loan applications, comprehensive plans, municipal planning, traffic studies, capital facilities plans, land surveying and GIS mapping, geotechnical design, rate studies, technical reports, cost estimates, environmental reviews, funding applications, surveys, plans, specifications, services during construction, and funding administration. Professional municipal services may include those funded by TIB, STBG, FEMA, TAP, USDA, WSDOT SRTS and Ped/Bike, CERB, CDBG, DWSRF, PWB, LID, Ecology, SRF/Centennial Clean Water, SIED, and federal stimulus funds.

SOQs shall be limited to twenty (20) pages excluding a one-page cover letter and front and back covers (if used). Selection criteria will include experience in providing municipal engineering services; qualifications of key personnel; firm experience with plans, specifications, cost estimates, and environmental/permitting processes; familiarity with the Town of Malden and/or experience with municipalities of similar size; experience with state and federal funding programs and regulatory agencies; previous performance on public projects; and references.

Five (5) copies of the SOQ must be received at Malden Town Hall, W 204 Morland Avenue, PO Box 248, Malden, WA 99149, no later than 4:00 pm PST, March 2, 2023.

The Town, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all consultants that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit statements of qualifications in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

Qualified disadvantaged, minority- and women-owned firms are encouraged to submit a Statement of Qualifications.
