Defendants,

YOU AND EACH OF YOU, all other persons or parties unknown claiming any right, title

estate, lien or interest in or to the real property described in this Complaint and Summons of

foreclosure of tax liens are hereby notified that Whitman County, a duly organized and existing

county of the State of Washington, is the owner and holder of the Certificate of Delinquency No.

G-2019 dated the 1st day of September, 2022; that the Certificate was issued to Whitman

County on that date by the Treasurer of Whitman County, pursuant to laws, for real property

taxes and interest due, unpaid and delinquent for three or more years for which no Certificate of

Delinquency had previously been issued, that the descriptions of the parcels of real property

included and described in said Certificate of Delinquency, the names of the several owners as

appear on the rolls of the Whitman County Treasurer, the amounts of 2019 and prior delinquent

Town of Albion

Request for Qualification Data to

Furnish Engineering Services

The Town of Albion is requesting qualified engineers to submit Statements of Qualifications

(SOQ) for providing engineering services related to the design and construction administration

for the Water System Improvements Project which includes new electrical controls and water meter at the Cemetery Well, installation of a telemetry system, new booster pump station, new water meters, portable emergency generator, and other miscellaneous improvements. The

project budget, including construction, is approximately $982,500. Questions regarding this

solicitation should be directed to Ms. Starr Cathey, Town Clerk, at (509) 332-5095.

Consultant selection will be based upon the following criteria, weighted as indicated: 1) firm experience (15); 2) proposed consultant team (15); 3) project understanding and approach (20); 4) past performance/references (15); 5) familiarity with community and local knowledge (15); and 6) application and administration experience with federally funded projects, especially Washington Community Development Block Grant (CDBG) Program (20). Interviews may be held at the Town’s discretion.

Firms desiring consideration shall submit two copies of their SOQ to the Town of Albion, PO Box 38, Albion, WA 99102. SOQs may also be submitted electronically to the following email address: townofalbion@palouse.com. Submittals must be received by September 28, 2022, no later than 5:00 p.m. (local time). SOQs shall not exceed 25 total pages, excluding front and back covers.

This project is funded through the Washington State Community Development Block Grant

Program with federal funds provided by the U.S. Department of Housing and Urban Development. As a result, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.
