TOWN OF GARFIELD Council Vacancy Position

The Town of Garfield is soliciting letters of interest to fill vacated council position #3 to serve until Dec. 31, 2023. This is a council-appointed position and is open until filled. Town Council meets the second and fourth Wednesday of every month at 7:00 PM. To be eligible, you must reside within the town limits of Garfield & be a registered voter in the town (RCW 35.23.031).

The Palouse-Rock Lake Conservation District adopted Resolution #40 at their December 22, 2020 Board Meeting in order to hold an election for a board position on the Palouse-Rock Lake Conservation District Board. The election will be held on February 16, 2021 at the Palouse-Rock Lake Conservation District Building, 3 N. Park Street in St. John WA. from 8:30 a.m. – 4:30 p.m. Candidates must be registered voters residing in the conservation district, and may be required to own land or operate a farm. Registered voters who reside within the conservation district boundary are eligible to vote. Supervisors serve without compensation but are eligible to be reimbursed for appropriate expenses. The Board of Supervisors provide guidance and direction, as well as set policy for the conservation district. Elections procedures are available at the district office or at the State Conservation Commission at scc.wa.gov/elections. Absentee Ballots are available upon request for eligible voters by contacting the district office prior to February 5, 2021 at 5:00 p.m. All ballots must be returned to the polling location by the Election Day.

AN ORDINANCE OF THE TOWN OF GARFIELD, WASHINGTON, amending Ordinance No. 26.02 regulating development and management of critical areas within the Town of Garfield.

Section 26.02.010 explains that the purpose of the ordinance is to identify and protect environmentally critical areas in a manner consistent with State law while allowing for reasonable use of private property.

Section 26.02.020 defines specific definitions used in the ordinance

Section 26.02.030 confirms that uses within critical areas must be consistent with the zoning district in which the areas are located

Section 26.02.040 requires the review of all proposed development in critical areas

Section 26.02.050 regulates development in wetlands. The section describes how wetlands are designated and rated with respect to the degree of protection required for each designated wetland; provides procedures for increasing or decreasing the size of buffers to protect wetlands; and it describes the required procedures when proposed activities will adversely affect wetlands.

Section 26.02.060 regulates development aquifer protection areas. The section restricts on-site sewers; requires disclosure of hazardous materials to be used in these areas; limits the installation of impervious surfaces on the ground; requires commercial and industrial users to ensure that ground water does not become contaminated; and emergency response plans.

Section 26.02.070 regulates development in critical wildlife habitat areas

Section 26.02.080 requires developers to comply with the Town’s flood damage prevention ordinance

Section 26.02.090 regulates development in geologically hazardous areas.

Section 26.02.100 establishes maps to to show the location of designated critical areas

Section 26.02.110 provides procedures to allow development under certain conditions if this ordinance would otherwise deny all reasonable economic use of a property.
