NOTICE OF A MITIGATED DETERMINATION OF NONSIGNIFICANCE (M-DNS)

Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Gil White proposes a streambank shaping and repair of Imbler Creek to reduce field flooding and further erosion. The project site is located approximately 4.3 miles west of Ewan, south of Old State Highway and east of SR 23, in Section 19, Township 19 N., Range 40 E., W.M., Whitman County, Washington. The project site stretches for approximately 3,500 feet parallel to SR 23.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

Copies of the M-DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. Interested persons may submit environmentally-focused written comments on the SEPA decision by 5:00 PM on Thursday, April 25, 2019, to the County Planning Office, P.O. Box 430, Colfax, WA 99111-0430, fax: (509) 397-6210.

Request for Proposal (RFP)

Whitman County All Hazard Mitigation Plan Comprehensive Review and Update

Whitman County Emergency Management is currently seeking proposals from qualified consultants to review and update the Whitman County All Hazard Mitigation Plan that meets all requirements under 44 CFR Part 201.6.

As described in the Federal Register (Volume 67, Numbers 38 and 109, dated February 26, 2002, and October 2002 respectively,) Section 322 of the Disaster Mitigation Act of 2000 requires that all local governments adopt an approved All Hazard Mitigation Plan (Plan) in order to be eligible to receive future hazard mitigation grant funding. The purpose of the Plan is to demonstrate the “jurisdiction’s commitment to reduce risks from natural hazards, serving as a guide for decision-makers as they commit resources to reducing the effects of natural hazards. Local plans will also serve as the basis for the State to provide technical assistance and to prioritize project funding.”

To fulfill this requirement, Whitman County seeks consultant services for the review and update of the County All Hazard Mitigation Plan that meets the necessary requirements of and is approved by the Federal Emergency Management Agency (FEMA) and the County of Whitman.
