Endicott receives grants for projects

Endicott has received a $150,000 grant/loan from the Department of Ecology to study the inflow and infiltration issues in town.

The city knows there is a problem due to spikes in the treatment plant following heavy rains. Rain or ground water seeps into the sewer lines and makes treatment less effective. It also puts a strain on the system.

Of the $150,000 from the Department of Ecology, Endicott only plans to use $69,000 on half grant, half loan format. To offset the loan the city plans to use $24,000 from a Community Development Block Grant (CDBG).

Endicott plans to have the study finished this coming April so they can apply for construction moneys from CDBG in June, according to Steve Nelson, consulting engineer.

If they are able to get the grant, they can do the design work during the fall and winter of 2019. In February 2020, the town can put a call out for bids and have the work done over that summer.

So far the city has conducted smoke tests to find problem areas and plan to continue testing during the study.

Endicott has also received a $562,657 grant from the Transportation Improvement Board (TIB). This grant will be used to resurface and repair various streets through Endicott. C Street, Dean, Fourth, H Street, Machin, Margin and Third streets. Visual Surveys and Surveyor’s preliminary work has already been work has been done.

The grant money will go to resurfacing and road repair, minor sidewalk repair and drainage improvement. The city figures the project will continue through 2019 and 2020.
