A MITIGATED DETERMINATION

OF NONSIGNIFICANCE (M-DNS)

Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Kelly and Raelynn Farnsworth propose to build a livestock exclusion fence and a buried pipeline for livestock watering purposes along the Dry Creek. The project also includes the installation of a Riparian Forest Buffer, planted to a width of 35 feet adjacent to the Dry Creek to lower water temperatures and to improve habitat for aquatic organisms and wildlife. The property is located approximately 5 miles north of Colfax, on Dry Creek Road, in Section 17, Township 17 N., Range 44 E., W.M., Whitman County, Washington.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

NOTICE OF A ZONE CHANGE HEARING CANCELLATION

The public is notified of the cancellation of a Whitman County Planning Commission public hearing set for May 3, 2017 at 7:00 PM in the Public Service Building.

Jess Ford proposed to change the zone of an approximately 2.9 acre existing parcel from the Agricultural District to a Limited Heavy Commercial District for a parking lot expansion. The property is located southwest of Pullman, on SR 27, in Section 7, Township 14 N., Range 45 E., W.M., Whitman County, Washington. The applicant withdrew his application on April 19, 2017.

PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Whitman County Board of Commissioners will conduct a closed record appeal hearing on Monday, May 1, 2017, at 11:30 a.m. in their Chambers, Courthouse, Colfax, Washington.

The purpose of the appeal hearing is to consider the denial of the Whitman County Planning Commission’s findings and recommendations for the rezoning of 22 acres located northeast of Pullman on the north side of Pullman Airport Road in the SW ¼ of Section 30, Township 15 N, Range 46 EWM from the Agricultural District to the Cluster Residential District.

Any interested individual may attend said hearing. No new testimony or documents are allowed to be considered by the County Commissioners. The applicant can make arguments based on the record that was presented to the Planning Commission.
