NOTICE OF A MITIGATED DETERMINATION OF

NONSIGNIFICANCE (M-DNS)

Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Kay and Ty Meyer propose to clean out an unnamed ephemeral drainage to prevent further flooding, and the installation of grass filter strips to slow and trap sediment from surface erosion and prevent it from entering Union Flat Creek. The property is located approximately 1.5 miles north of Colton, on SR 195, in Section 28, Township 13 N., Range 45 E., W.M., Whitman County, Washington. The project site goes from the confluence of the drainage into Union Flat Creek approximately 2,500 feet to the northeast.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

The Town of Rosalia (pursuant to Chapter 61, Laws of 1981) is requesting statements of qualifications and performance information from firms interested in providing professional engineering and land surveying services for existing and future Town projects for 2017 through 2022. The projects for which engineering planning, design, and construction observation services and surveying services are sought may include wastewater treatment plant upgrades and collection system improvement projects, miscellaneous water system improvement projects, and transportation improvement projects.

These projects may be funded/partially funded through the Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development. As a result, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.

Qualification and performance statements will be reviewed and placed on file for the 2017-2022 calendar years, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal may be requested for any specific project.
