PROJECT DESCRIPTION The work to be performed by the consultant will consist of evaluating, preparing, and developing a long term maintenance plan for closed cells 2 and 3. Evaluating, preparing, and developing a fill plan and final closure plan for Cell 4, Limited Purpose Landfill. Evaluating, preparing, and developing a plan for new construction of a Moderate Risk Waste facility. Evaluating, preparing, and developing an updated Solid Waste Management Plan. Miscellaneous on-call engineering services.

amending Ordinance No. 332 and Endicott Municipal Code §13.04.010, thereby increasing monthly rates for sewer service, and establishing a new, automatic annual rate increase, and providing for future changes in sewer rates by resolution of the Town Council,

Section 1. Endicott Municipal Code §13.04.010 and those portions of Ordinance No. 332 which are codified as Endicott Municipal Code §13.04-010, are hereby amended to read as follows:

"13.04.010 Monthly rate and charge - annual rate increase.

A. Effective March 1, 2017, the monthly rate and charge forsewer service shall be the sum of forty dollars ($40.00), except as follows:

(1) the sum of eighty dollars ($80.00) shall be charged to any grocery store, and any retail butcher and/or meat processing plant; and

2. A charge of one dollar ($1.00) per one thousand gallons or any part thereof in excess of five thousand gallons of water per month;

3. A charge of fifty dollars ($50.00) to connect each new water service; and

4. A charge of one dollar ($1.00) to turn water service on or Off.

B. Charges for water shall be based on water flowing through each residential water meter.

C. The rates set forth in this section shall be subject to change from time-to-time by resolution of the Town Council."

Surveying Services

The Town of Rosalia (pursuant to Chapter 61, Laws of 1981) is requesting statements of qualifications and performance information from firms interested in providing professional engineering and land surveying services for existing and future Town projects for 2017 through 2022. The projects for which engineering planning, design, and construction observation services and surveying services are sought may include wastewater treatment plant upgrades and collection system improvement projects, miscellaneous water system improvement projects, and transportation improvement projects.

These projects may be funded/partially funded through the Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development. As a result, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.

Qualification and performance statements will be reviewed and placed on file for the 2017-2022 calendar years, and will be used as the source from which to select one or more qualified firms from whom a detailed proposal may be requested for any specific project. If a Statement of Qualifications has been submitted in the past year, no further submittal is required.

The proposed project, WA DOT US 195/Colfax to Spangle/add PL, is located on US 195 from MP 45.70 to MP 47.35 and from MP 48.50 to MP 50.20 in Whitman County near Steptoe.

The end of the first section is about 0.6 miles south of Steptoe and the second section starts about 0.5 miles north of Steptoe.

This project involves 30 acres of soil disturbance for Highway and Road construction activities.

The receiving waterbodies are multiple Unknown Tributaries to Dry Creek.
