Notice is hereby given that Colfax Waste Water Treatment Plant has submitted an application to the Department of Ecology to obtain coverage under the General Permit for Biosolids Management.

The town of Colfax has reviewed documentation previously submitted in accordance with the State Environmental Policy Act (SEPA) and has determined that for the purposes of this proposal, SEPA requirements have been satisfied.

Any person who wants to comment on this proposal or to request a public hearing or meeting must do so, in writing. Comments or requests must be submitted to The Department of Ecology contact Betty Ann Bickner by 1/31/2016

If you wish to be included on an Interested Parties List to receive notification of activities relating to this project, please notify, in writing, Mayor Todd Vanek, at the address below. Colfax Wastewater Treatment Plant will provide written confirmation by certified mail, return receipt requested, to each interested person or organization that their name has been placed on the list.

NOTICE OF INTENT TO ISSUE AN ADMINISTRATIVE

CONDITIONAL USE PERMIT

The public is notified of Whitman County intent to issue an Administrative Use Permit to Seubert Excavators. As an existing rock quarry in the Agricultural Zone, this permit can be issued administratively pursuant to 19.10.090 of the zoning code.

Seubert Excavators is proposing to utilize an existing rock quarry owned by 0 & P Farms on 1.5 acres of property. Seubert may propose to expand the current quarry site to 15 acres. The site is located 500' north of Hay-Lacrosse Rd. & Selbu Church Rd., Section 1, Township 14 N., Range 39 E. W.M., Whitman County, Washington.

Interested persons may submit written comments regarding the proposed zoning action to the County Planning Office, ATTN: Jerry Basler, P.O. MITIGATED DETERMINATION OF NONSIGNIFICANCE (M-DNS)

Description of proposal: Resume a surface mining and rock crushing operation at an existing

1.5 acre quarry, with a possible 15 acre future expansion.

Proponent: Seubert Excavators, Inc.

Location of proposal: Located 500' north of Hay-Lacrosse Rd. & Selbu Church Rd., Section 1,

Township 14 N., Range 39 E. W.M., Whitman County, Washington.

Lead agency: Whitman County Planning

The lead agency for this proposal has determined that it does not have a probable significant

adverse impact on the environment. An environmental impact statement [EIS] is not required

under RCW 43.21 C.030[2][c]. Copies of the MDNS are available at no charge from the

County Planning Office, Whitman County Public Service Building (2nd Floor), Colfax, WA

99111.

Further information regarding this decision is available through the Whitman County

Planning Office, Whitman County Public Service Building (2nd Floor) Colfax, WA,

between the hours of 8:00 a.m. and 4:30 p.m. Monday through Friday.

This MDNS is issued under WAC 197-11-350; the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by 4:00 PM on Thursday, January 14, 2016.

The following conditions are hereby incorporated into this M-DNS:

1. Using best management practices, implement erosion control methods as necessary to prevent any run-off, from the site.

2. Dust from rock quarry and associated activity must be contained to the rock quarry area. If needed, watering the dirt or some other method will be used to prevent dust migrating to surrounding areas.

3. Any blasting, must conform to Whitman County Code 19.59 & 19.60.

4. If a county road is used to access this quarry site, all dirt and dust from vehicles must be either prevented or immediately cleaned up.
