(NPDES) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act.

The Town of Colton presently owns and operates a facultative lagoon treatment facility followed by chlorine disinfection and discharges seasonally to Union Flat Creek with an average monthly flow limit of 126,000 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of wastewater with the appropriate permit limits and conditions.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION

The application, fact sheet, proposed permit, and other related documents are also available at the Department’s Eastern Regional Office for inspection and copying between the hours of 8:00 a.m. and 5:00 p.m., weekdays. The improvements for which bid will be received are generally described as follows:

Includes 67 gate valves, 6 hydrant assemblies, 112 service connections, 13306 linear feet of water main, 30 water meters, 1060 ton of CSTC, 570 ton of HMA, 75 LF of curb and gutter, 21 linear feet of concrete curb and gutter, 528 square feet of crosswalk, 12 square yards of monolithic curb, gutter, and sidewalk, 99 square yards of sidewalk, and a natural gas generator with electrical modifications to the existing water well pump house. Bid Alternate #1 — Wider trench to accommodate owner-provided fiber optic conduit.

Each bidder must deposit with bid, security in the amount of five percent (5%) of the total bid amount, subject to the conditions provided for in the bid procedures and conditions. No bidder may withdraw a bid within thirty (30) days after the actual date of the opening thereof.

Rejection of Bids:

The Town shall have the right to reject any or all bids not accompanied by bid security or data required by the bidding document or a bid in any way incomplete or irregular.
