Town of LaCrosse has received a permit application for the following project that may be of interest to you. You are invited to comment on this proposed project.

Date of permit application: August 14, 2014 Date of determination of completeness: August 21, 2014 Date of notice of application: August 22, 2014. Commentduedate: September .2014.

Project Description: This project includes: repairing and replanting treatment lagoon #2; installing a chlorination device between lagoons #1 and #2; replacing approximately 2260 LF of existing 4" sewer force main between the lift station and the lagoons with a 6" force main; replacing the pumps and motors in the central lift station and lift station #2; and conducting a video inspection of the collection system.

Project Location: Wastewater treatment plant west of Wiedrich Road, the two sewer lift stations in LaCrosse, the force main between the lagoons and the lift station near First Street along Ave Street.

Project Applicant: Town of LaCrosse

Environmental Review: Town of LaCrosse has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of nonsignificance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project.

Agencies, tribes, and the public are encouraged to review and comment on the proposed prcject and its probable environmental impacts. Comments must be submitted by the date noted above to the Town of LaCrosse, PO Box 228,107 S. Main, LaCrosse, WA 99143.

The following conditions have been identified that may be used to mitigate the adverse environmental impacts of the proposal: None.

Tesoro has applied for a State Waste Discharge Permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

Tesoro presently owns and operates a retail fueling operation and convenience store that discharges wastewater to the City of Pullman Wastewater Treatment Plant with a maximum daily flow of 6,500 gallons per day. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued.

Following evaluation of the application and other available information, a draft permit has been developed which would allow the discharge of wastewater from the Tesoro facility to the City of Pullman Wastewater Treatment Plant with the appropriate permit limits and conditions.

A tentative determination has been made on the effluent limitations and special permit conditions that will prevent and control pollution. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

REQUEST FOR STATEMENT OF QUALIFICATIONS

MRI SPACE PROJECT

Whitman County Public Hospital District No. 3 (herein the “District”) is announcing a need for qualified architectural and engineering services.

PROJECT DESCRIPTION

The District is considering the development of a dedicated MRI space within the hospital campus in Colfax, Washington. No decision has been made to proceed with construction of the project; firms that qualify, however, must have the ability to prepare construction plans if the District decides to proceed with construction. The qualifications required are: (1) preliminary design within existing building space; (2) cost estimates; (4) detailed (construction) design; and (4) engineering services during construction.

SUBMITTAL OF STATEMENT

Architects and engineers interested in providing services to the District must submit a brief statement of qualifications. Architects and engineers who have filed a statement of qualifications with the District within the last three (3) years do not need resubmit, but do need to confirm that their qualifications are on file and confirm in writing no later than the submittal date they wish to be considered for the project.

Three (3) copies of a statement of qualifications should be submitted to the District on or before 4:00 p.m. on September 8, 2014. Statements can be mailed to or dropped off at Whitman Hospital and Medical Center, Administrative Annex Building, Attention Jim Heilsberg, 1200 W. Fairview Street, Colfax, WA 99111. Statements shall be submitted in a sealed envelope and clearly marked: “MRI Space Project” in the lower left corner. TERMS AND CONDITIONS

The District reserves the right to reject and waive irregularities and informalities in the submittal and evaluation process. If the initially selected firm and the District do not execute a contract within thirty (30) days following selection, the District reserves the right to award the contract to another firm.
