WHITMAN COUNTY

BOARD OF EQUALIZATION

Notice is hereby given that the 2014 County Board of Equalization will convene at 9:45 a.m.

on July 21, 2014, in the Whitman County Commissioners’ Chambers, 400 N. Main Street, Colfax, Washington, and will continue in session and adjourn from time to time for a period of not less than three (3) days, and not to exceed twenty-eight (28) days.

Additional meetings will be held on August 4 and 18, 2014 at 9:45 a.m.

and at other times as required, to publicly examine and equalize the assessments extended in the current year on the taxable property of said county, for taxes to be levied in the year 2015, and to correct all errors in valuation, description or qualities of property assessed by the assessor.

The owner or agent of any taxable property who feels there are inequities in their assessment or exemptions may file a petition and appear before the board at the time and place appointed.

Appeal forms may be acquired from the Whitman County Commissioners’ Office, at 400 N. Main Street, Colfax, WA, 99111.

SUMMARY OF WORK

In accordance with Section 011000-“Summary” Tri-City Construction Council

PUBLIC WORKAll Work performed under this proposal is ”public work” and is subject to Washington State’s Chapter 39.12 RCW Prevailing Wages On Public Works. All workers shall receive no less than the prevailing rate of wage pay based on June 2, 2014 publication date of prevailing wage rates for Whitman County. Contractors may visit http://www.lni.wa.gov, or a hard copy will be made available for viewing at the Whitman County Facilities Management Office at 111 E. Upton Street, Colfax WA 99111, during regular business hours. Hard copies may also be mailed upon request.

Bid Security:Certified check, bank cashier's check or bid bond congruent with the Form of Bid Bond as identified in the "Instruction to Bidders" is required to be submitted with each proposal, in the amount equal to five percent (5%) of the total basic bid plus additive alternate bids (if applicable). Make bid security payable to Whitman County; furnish bond executed by a licensed bonding agency authorized to do business in the locality of the Project.

Right to Accept or Reject:The Owner shall reserve the right to reject any or all proposals and the right to waive any irregularities or informalities in any proposal, subject to the Laws of the State of Washington as pertaining to Public Works, and as may be deemed in the best interest of the Owner. In particular, the Owner reserves the right to reject a proposal of a Bidder who does not attend the Mandatory Site Visit, a proposal, which is not accompanied by the required bid security, and incomplete or irregular proposals, which may exclude or modify any item(s) required by the Bid Documents. No proposals will be accepted after the hour(s) set for receipt of proposals as set forth above.

Mandatory Pre-Bid Conference:A mandatory Pre-Bid Conference will be conducted at the Project Site on June 11, 2014 @ 10:00 am. All Bidders submitting proposals are required to meet with the Owner and Architect at the Level 1 Lobby of the Whitman County Courthouse, 400 North Main Street, Colfax, Washington and retire to the site for a Pre-Bid Conference.

Withdrawal of Proposals:No proposal may be withdrawn, except with the express permission of the Owner, after the hour set for the opening thereof unless the "Notice of Intent to Award" the contract is delayed for a period of Thirty (30) calendar days.
