NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND INTENT TO ISSUE AN ADMINISTRATIVE USE PERMIT
The Whitman County Planning Office issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Acts Rules (Chapter 197-11 WAC) for the following project: Whitman County Emergency Management is proposing to construct a 140 foot radio tower and an equipment cabinet. The location for the tower is approximately eight miles NW of Colton on Baker Road, in the SE 1/4 of Section 17, Township 13 N., Range 44 E., W. M., Whitman County, Washington.
After review of a completed environmental checklist and other information on file with us, the planning department has determined that this proposal will not have a probable significant adverse impact on the environment.
The public is also notified of the intent to issue an administrative use permit for this proposal as per Chapter 19.58.050(A). Interested persons may submit written comments regarding the proposed zoning action and written and signed environmentally-focused comments on the DNS to the County Planning Office, P. O. Box 430, Colfax, WA 99111-0430, (fax) (509) 397-6210, before 5 p.m., April 24, 2014.

NOTICE OF INTENT TO ISSUE A LIMITED GENERAL
OBLIGATION BOND AND CONDUCT A PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of Directors (the “Board”) of St. John School District No. 322-JT 401, Whitman and Spokane Counties, Washington (the “District”) intends to issue a non-voted limited general obligation bond (the “Bond”) and will hold a public hearing on April 28, 2014, starting at 7:00 PM, or as soon thereafter as possible, in the High School Library of St. John School, located at 301 Nob Hill Street, St. John, Washington, for the purpose of hearing comments from the public on the proposed issuance of the Bond.
The proposed Bond will be issued as a limited general obligation bond under RCW 28A.530.080; will be in the principal amount of not to exceed $690,000; will be dated its date of delivery to the purchaser thereof; will be issued only in fully registered form; will bear interest at the rate(s) to be determined based on market conditions; will mature within three (3) years of the date of issue; will be subject to prepayment prior to maturity of the Bond; will be issued and sold in such manner, at such time as will be required for the purpose for which the Bond is to be issued; and will include other related terms and conditions, all as deemed necessary and advisable by the Board.
The exact date, form, terms, price, interest rate(s), maturity date, purchaser and repayment schedule of the Bond will be hereafter fixed by resolution of the Board.
The proceeds of the Bond will be used to pay costs to make health, safety and energy efficiency improvements at St. John School and carry out other purposes authorized by RCW 28A.530.080.
The principal of and interest on the Bond will be paid from money from the District’s Capital Projects Fund (including, but not limited to, tax proceeds received from the District’s Capital Levy For Health, Safety and Energy Efficiency Improvements approved by the voters on November 5, 2013) and General Fund, and from other legally available money of the District.
Any person wishing to be heard for or against the proposed issuance of the Bond should appear at the public hearing and present their views.
Alternatively, or in addition, such interested persons may submit their views for or against the proposed issuance of the Bond in writing and deliver them to: Gary Wargo, Superintendent, 301 W. Nob Hill Street, St. John, Washington 99171 on or before the date of the public hearing.

Gibbon, P.S., will on May 9, 2014, at the hour of 10:00 AM, at the main entrance of the Whitman County Courthouse, N. 400 Main, in the City of Colfax, State of Washington, sell at public auction to the highest and best bidder, payable at the time of sale, the following described real property, situated in the County of Whitman, State of Washington, to wit:

(commonly known as 1125 NW Ritchie St #1127, Pullman, WA 99163), which is subject to that certain Deed of Trust, dated March 1, 2007, recorded March 3, 2007, under Auditor's File No. 677498 records of Whitman County, Washington, from Suchada Stubbe, A Married Woman, as Grantors, to Landsafe Title of Washington, as Trustee, to secure an obligation in favor of Mortgage Electronic Registration Systems, Inc., as Beneficiary, the beneficial interest in which has been assigned to The Bank of New York Mellon FKA The Bank of New York, as Trustee for the certificateholders of the CWABS, Inc., ASSET-BACKED CERTIFICATES, SERIES 2007-5, under Whitman County Auditor's File No. 706818.

No action commenced by the Beneficiary of the Deed of Trust is now pending to seek satisfaction of the obligation in any Court by reason of the Borrowers or Grantor's default on the obligation secured by the Deed of Trust.
III.
The Default for which this foreclosure is made is as follows: Failure to pay when due the following amounts, which are now in arrears:

IV.
The sum owing on the obligation secured by the Deed of Trust is: Principal $207,577.12, together with interest as provided in the note or other instrument secured from May 1, 2010 and such other costs and fees as are due under the note or other instrument secured, and as are provided by statute.
V.
The above-described real property will be sold to satisfy the expense of sale and the obligation secured by said Deed of Trust as provided by statute.
The sale will be made without warranty, express or implied, regarding title, possession, or encumbrances on May 9, 2014.
The defaults referred to in paragraph III must be cured by April 28, 2014 (11 days before the sale) to cause a discontinuance of the sale.
The sale will be discontinued and terminated if at any time on or before April 28, 2014 (11 days before the sale) the default(s) as set forth in paragraph III is/are cured and the Trustee's fees and costs are paid.
The sale may be terminated any time after April 28, 2014 (11 days before the sale date), and before the sale, by the Borrower or Grantor or the holder of any recorded junior lien or encumbrance paying the principal and interest plus costs, fees, and advances, if any, made pursuant to the terms of the obligation and/or deed of trust, and curing all other defaults.

VII.
The Trustee whose name and address is set forth below will provide in writing, to any person requesting it, a statement of all costs and fees due at any time prior to the sale.
VIII.
The effect of the sale will be to deprive the Grantor and all those who hold by, through or under the Grantor of all their interest in the above-described property.
IX.
Anyone having any objections to this sale on any grounds whatsoever will be afforded an opportunity to be heard as to those objections, if they bring a lawsuit to restrain the sale, pursuant to R.C.W. 61.24.130. Failure to bring such a lawsuit may result in a waiver of any proper grounds for invalidating the Trustee's Sale.

NOTICE TO OCCUPANTS OR TENANTS
The purchaser at the trustee’s sale is entitled to possession of the property on the 20th day following the sale, as against the grantor under the deed of trust (owner) and anyone having an interest junior to the deed of trust, including occupants who are not tenants. After the 20th day following the sale the purchaser has the right to evict occupants who are not tenants by summary proceedings under chapter 59.12 RCW. For tenant-occupied property, the purchaser shall prove a tenant with written notice in accordance with RCW 61.24.060.
