NOTICE OF HEARING

NOTICE IS HEREBY GIVEN that the Whitman County Commissioners will conduct a public hearing on Monday, December 30, 2013, at 11:30 a.m.

in the Whitman County Commissioners’ Chambers, Courthouse, Colfax, Washington.

The purpose of the hearing is to consider proposed amendments to Whitman County Code, Title 3, Chapter 3.50, Enhanced 911 Emergency Telephone System.

The proposed revisions would impose an excise tax on the use of each radio access line by consumers whose retail transaction occurs within Whitman County as authorized by Chapter 8, Laws of Washington 2013 2nd Special Session and as defined by RCW 82.14B.020.

The amount of the tax shall be 70 cents per retail transaction as defined by RCW 82.14B.020.

A complete text of the proposed revised ordinance is available by contacting the Clerk of the Board at (509) 397-5246. This hearing is intended to invite public comment.

Arrangements will be made to accommodate questions and provide responses to non-English speaking residents. Upon receiving 72 hours' advance notice, the County will make arrangements to reasonably accommodate the needs of special groups of citizens, including those who are physically disabled or otherwise impaired. WHEREAS, the Town of LaCrosse adopted the 2013 budget in final form by Ordinance No. 369 2012-11 on the 8th of November, 2012;and

ADOPTION OF 2014 BUDGET

AN ORDINANCE OF THE TOWN COUNCIL OF THE TOWN OF FARMINGTON, WASHINGTON, ADOPTING THE BUDGET FOR 2014, setting forth appropriations and estimated revenues and adopting, by reference, the final budget for 2014.

THE TOWN COUNCIL OF THE TOWN OF FARMINGTON DO ORDAIN AS FOLLOWS:

SECTION 1: The Mayor of the Town of Farmington completed and placed on file with the Clerk a preliminary budget, including estimates of revenues and expenditures for operations of the town for the fiscal year beginning January 1st, 2014 and ending December 31st, 2014.

SECTION 2: The Town Council has made such adjustments and changes to said preliminary budget, as it deems necessary or proper at the time.

SECTION 3: The Town advertised and properly held the statutory public hearings on October 21st and November 18th, 2013.

SECTION 4: The proposed budget, as revised, was fixed by the Town Council on December 16h, 2013 and is now on file in the Office of the Clerk, and is hereby adopted by fund, and incorporated herein as set forth, in full, in this ordinance.

SECTION 6: The Clerk is directed to transmit a copy of the budget, as hereby adopted, to the State Auditor’s Office, Division of Municipal Corporations, and to the Association of Washington Cities.

SECTION 7: If any provision of this ordinance or its application to any person or circumstance is held invalid, the remainder of the ordinance or the application of the provisions to other persons or circumstances is not affected.

SECTION 8: This ordinance shall take effect and be in force after its adoption by the Town Council.
