NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS) AND A PLANNING COMMISSION PUBLIC HEARING

Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: Whitman County proposes amendments to its zoning ordinances, Chapter 19.15 North- Pullman-Moscow Corridor District (N-PMC) and Chapter 19.16 South-Pullman-Moscow Corridor District (S-PMC).

The proposed changes to the N-PMC and S-PIVIC will change the minimum parcel size from three acres to two acres, exclude the listed permitted uses from oversight by the Site Plan Review Committee and change some incorrectly labeled references.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

A public hearing will be held by the Whitman County Planning Commission on February 6, 2013, in the Auditorium, first floor of the Whitman County Public Service Building, at 7:00 PM. The Whitman County Planning Office issued a Mitigated Determination of Nonsignificance

(M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

Steve & Kevin Mader G.P. propose a Agricultural Product Processing Facility, approximately 23,300 sq. ft. in size on 5 acres.

The site is located at 4932 SR27, in the SE of Section 20, Township 15 N., Range 45 E., W.M., Whitman County, Washington, approximately 1.5 miles north of the City of Pullman. After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

This project will also be considered for a conditional use permit at a County Zoning Board of Adjustment public hearing set for Thursday, February 7, 2013, at 7:00 PM in the Public Service Building Auditorium, N. 310 Main St., Colfax, WA. Notice of Determination of Non Significance (DNS)

Washington State Department of Transportation staff considered all relevant environmental and social aspects of a proposed project to address a chronic erosion problem that affects a segment of SR 272 immediately east of the Colfax downtown area.

The current proposal includes various repairs to protect the roadway from erosion caused by seasonal high flows in the unnamed creek next to the road.

Along most of the length, riprap will be added to restore the shoulder slope, and voids below the gabion baskets will be filled with shotcrete.

Toward the lower end of the project area, a culvert will be installed within the channel to contain the flow.

In addition, a deteriorated culvert crossing under SR 272 at Mile Post 12.01 will be replaced.

Using State Environmental Policy Act Rules (Chapter 197-11 WAC),WSDOT reviewed a complete environmental checklist and other relevant information on file, and concluded this action will not have probable significant adverse impacts on the environment resulting from its completion. WSDOT issued a DNS for the proposal.

AN ORDINANCE THEREBY AMENDING THE PUBLIC UTILITY TAX CHARGED ON THE GROSS REVENUES FROM THE SALE OF TELEPHONE SERVICES AND FIXING AN EFFECTIVE DATE AS REQUIRED BY R.C.W. 35.21.865.

Section 1. The Garfield Municipal Code Section 3.12.030 and Ord No. 344-N are amended to read as follows: There is levied and there shall be collected from every person, firm, or corporation engaged in the business activities hereinafter setforth, for the act or privilege of engaging in such activities within the city, a tax to be known as a “utility tax” in the amounts to be determined by the application of rates here in stated against gross income, as follows:

(a) Upon every person, firm or corporation engaged in or carrying on a business of sale, delivery or distribution of electricity and electrical energy, a tax equal to four percent of the total gross income

(b) Upon the Town of Garfield a tax equal to six percent of the total gross income derived from furnishing water, sewer, and garbage disposal services

(c) Upon every person, firm or corporation engaged in or carrying on a telephone business, a tax equal to six percent of the total gross income

Section 2: In accordance with RCW 35.21.865, this ordinance shall be effective April 1, 2013.
