REGISTRATION DEADLINES

FOR THE August 7, 2012 Primary Election

NOTICE IS HEREBY GIVEN THAT, in order to vote in the August 7, 2012 Primary Election, a person who is already registered to vote in Washington may update their registration no later

then July 9, 2012. A registered voter who fails to transfer their residential address by this

deadline may vote according to their previous registration address. If a person is not registered

to vote in Washington they must submit a registration application in person. And may register at the Whitman County Election Center N 304 Main St., Colfax, WA or Pullman City Clerk's office 325 SE Paradise St., Pullman WA no later than July 30, 2012. (RCW 29A.08.140)

Voting machines for the visually, hearing, or physically impaired are available at the Whitman County Election Department 18 days prior to the Election; and is available on Election Day. No Bidder may withdraw his Bid within sixty (60) days after the actual date of the opening thereof.

The award of the contract is subject to approval of the Federal Aviation Administration and availability of federal funding.

The proposed contract is under and subject to Executive Order 11246 of September 24, 1965 and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions.

All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor, or State Wage Schedules. The higher shall be used for Project labor.

Each Bidder must supply all the information required by the Bid Documents and Specifications.

Each Bidder must complete, sign and furnish with his Bid a "Certification of Nonsegregated Facilities" and a statement entitled "Bidder's Statement on Previous Contracts Subject to EEO Clause," as contained in the Bid Proposal.

A Contractor having fifty (50) or more employees and his subcontractors having fifty (50) or more employees and who may be awarded a subcontract of $50,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the FAA Special Provisions.

Where the Bid of the apparent low responsible Bidder is in the amount of $1 million or more, the Bidder and his known first-tier subcontracts which will be awarded subcontracts of $1 million or more will be subject to full, on-site, pre-award equal opportunity compliance reviews before the award of the Contract for the purpose of determining whether the Bidder or his subcontractors are able to comply with the provisions of the equal opportunity clause.

To be eligible for award, each bidder must comply with the affirmative action requirements, which are contained in the FAA Special Provisions.

Disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the ground of race, color, sex, or national origin in consideration for an award of any contract entered into pursuant to this advertisement.

Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards of requirements for the employment of minorities.

The EEO requirements, labor provisions and wage rates are included in the Specifications and Bid Documents.

In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the Contract Documents. The Owner will also consider whether the bidder is a responsible bidder.

Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder's qualifications.

All bids must be signed and accompanied by evidence of authority to sign.

Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers check or cash in the amount of five percent (5%) of the amount of the bid proposal. Said bid security shall be forfeited to Port of Whitman County as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders.

Port of Whitman County reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of Port of Whitman County.

The Whitman County Public Hospital District No. 3 announces a need for architectural and engineering services for infrastructure improvements and remodeling of certain sections of the hospital and connected building on the hospital campus in Colfax, Washington. The District may also have need of other consulting services related to the project.

Architectural/Engineering firms interested in providing services to the District are requested to send a brief statement of qualifications. Firms who have submitted qualifications with the District within the last three years are not required to resubmit. It is each firm's responsibility to verify whether or not their correct qualifications are on file.
