REQUEST FOR PROPOSALS FOR ARCHITECTURAL SERVICES

The Town of Endicott is seeking assistance in architectural services for the renovations of the Endicott Branch Library of the Whitman County Rural Library District.

The project scope of work consists of, but shall not be limited to: demolition of selected interior elements, renovations and restrooms to make the facility handicap accessible, up grades to the electrical and plumbing systems, new insulation at the roof and exterior walls, new wall and flooring finishes, waterproofing of the basement, repair of existing masonry (re-pointing and replacement of damaged areas), minimal modifications to the entry elevation and limited modification of the existing site to better facilitate water runoff.

A USDA Rural Development grant will assist in funding the project.

The Town plans on all planning work to be completed in the fall of 2011.

The Town of Endicott is soliciting proposals for architectural services to assist the Town with preliminary design and cost estimating, final design, and construction supervision of the project in compliance with requirements of USDA Rural Development grant program. The agreement will be on a lump sum, fixed price basis, with payment terms to be negotiated with the selected offeror.

The services to be provided will include:

1. Planning and designing of renovation project. Project design to include all architectural, structural, mechanical, electrical, and related systems.

2. Preparing of drawings, specifications and project cost estimates, updating cost estimates as necessary.

3. Prepare bidding documents in conformance with USDA Rural Development requirements and applicable building codes. Supervising the bid advertising, conducting pre-bid meeting, issuing of addendum, preparation of bid tabulation, assisting in bid opening, and advise on bids.

4. Advise on issuing of Notice to Proceed. Conducting the pre-construction conference and progress meetings.

5.Consulting with the Town regarding construction progress and quality.

6. On-site observation of construction work, submittal review, and preparing inspection reports.

7. Reviewing and approving all contractor requests for payment and submitting approved requests to the governing body.

8. Prepare punch-list. Provide reproducible plan drawings to the Town upon project completion.

9. Conducting final inspection and testing.

10. Assist on conducting a warranty walk through.

Award will be made to the most qualified offeror who is deemed most advantages to the Town of Endicott and th4e Whitman County Rural Library District. Unsuccessful offerors will be notified as soon as possible.

YOU AND EACH OF YOU, all other persons or parties unknown claiming any right, title estate, lien or interest in or to the real property described in this complaint and summons of foreclosure of tax liens are hereby notified that Whitman County, a duly organized and existing county of the State of Washington, is the owner and holder of the Certificate of Delinquency No. G-2008 dated the 10th day of October, 2011; that the Certificate was issued to Whitman County on that date by the Treasurer of Whitman County, pursuant to laws, for real property taxes and interest due, unpaid and delinquent for three or more years for which no Certificate of Delinquency had previously been issued, that the descriptions of the parcels of real property included and described in said Certificate of Delinquency, the names of the several owners as appear on the rolls of the Whitman County Treasurer, the amounts of 2008 and prior delinquent taxes on each of said parcels of said real property, including interest thereon at 12 percent per annum, as well as penalty and costs on the balance of unpaid taxes, computed on the 10th day of October, 2011.

The years for which the same are due and unpaid as they appear and are set forth and described in said Certificate of Delinquency.

The Certificate of Delinquency follows hereafter.

YOU ARE FURTHER NOTIFIED that the plaintiff, Whitman County will apply to the Superior Court of the State of Washington, in and for the County of Whitman, for judgment foreclosing its lien for taxes against the parcels of real property in this complaint and summons hereinafter described, and you and each of you, are summoned to appear in the above-mentioned Court within thirty (30) days after service of this notice/complaint and summons, and defend this action or pay the amount due, plus allowable costs (e.g., title search and advertising), and in case of your failure to do so, judgment will be rendered in this action foreclosing the lien of such taxes and interest against the amounts shown to be due against the parcels, as described in the Certificate of Delinquency No. G-2008, filed herein, plus allowable costs ( e.g.

title search and advertising).

You may redeem your property by payment of all delinquent taxes, interest, penalty and costs; however there is no right of redemption after the close of business on the day before the sale date, scheduled for December 9, 2011, according to RCW 84.64.070.

All pleadings and process in this action and proceedings may be served upon ROBERT J. LOTHSPEICH, Treasurer of Whitman County, Washington, at his office in the County Courthouse, Colfax, Whitman County, Washington.
