This project includes Federal funds and is subject to the wage provisions of the Washington State Public Works Laws, Federal Davis-Bacon, and related acts.

The proposed contract is under and subject to Executive Order 11246 of September 24, 1986, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions. The EEO requirements, labor provisions, and wage rates are included in the specifications and bid documents. PUBLIC NOTICE

Avista Corp. 1411 East Mission PO Box 3727, Spokane WA 99252-0001,and Palouse Wind, LLC, 1001 SW 5th Ave, Suite 1100, Portland, OR, 97204, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.

The proposed project, Thornton Substation is located at the NW Corner of the intersection of Stoneham Road and The Avista Corp. 230 kV Benewah- Shawnee transmission line in Whitman County.

This project involves 2.5 acres of soil disturbance for substation construction activities.

Stormwater will be discharged either to ground or into a roadside ditch north of Stoneham Road, draining to an unnamed tributary to Cache Creek.

Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology's action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.

City of Tekoa 2011 Wellhouse and Reservoir

Rehabilitation Project

Sealed bids will be received until 3:30:00 p.m., on June 17, 2011 at the Tekoa City Hall, 419 Washington St. (P.O. Box 927), Tekoa, WA, 99033, at which time the bids will be publicly opened and read aloud.

The City of Tekoa, Washington (Owner) intends to upgrade the existing Wellhouse No. 2 to accommodate larger-diameter piping and connect to the new well completed outside the building. The City also intends to remove the existing reservoir roof structure, construct a new reinforced concrete perimeter wall around the reservoir, and construct a new steel roof structure over the reservoir. The existing reservoir valve vault and associated piping will also be replaced. Forty-five (45) working days will be allowed for this project.
