The Canvassing Board of Whitman County, pursuant to RCW 29A.60.140, will hold a public meeting at 9:00 a.m. October 14, 2009, in the Whitman County Auditor’s Office to process vote by mail ballots for the November 3, 2009 General Election. This meeting of the Canvassing Board is an open, public meeting under the applicable provisions of Chapter 42.30 RCW, and shall be continued until the activity for which the meeting is held has been completed.

INVITATION TO BID

The Board of Commissioners of the Whitman County Rural Library District is accepting sealed bids at the Colfax Branch Library, 102 S. Main Street, Colfax, WA 99111, until 4:00 p.m. prevailing local time, October 29, 2009, for the following project:

Handicap and Public Safety Renovations, Colfax Branch Library

Immediately thereafter all proposals will be publicly opened and read aloud in the Colfax Branch Library at the above hour and date.

The project consists of interior and exterior improvements to the existing branch library, including the installation of a new elevator, reconfiguration of existing stairs, handicap accessibility improvements and upgrade of finishes in the facility.

All bids shall be presented under sealed cover to the Whitman County Rural Library District with a concise statement marked on the outside thereof generally identifying the bid.

All bids shall contain one of the following forms of bidders’ security: a cashier’s check made payable to the Whitman County Rural Library District; a certified check made payable to the Whitman County Rural Library District; or a bidder’s bond executed by a qualified surety company made payable to the Whitman County Rural Library District.

The bidder’s security must be equal to at least five percent (5%) of the amount bid.

A bid shall not be considered unless the bidder’s security is enclosed with it and unless the bid is submitted on a form which substantially complies with the bid bond referenced in the project manual.

IF the successful bidder fails to execute the contract, the amount of the bidder’s security shall be forfeited to the Whitman County Rural Library District.
