    A follow up report of the East Street apartment house fire compiled by Colfax Chief Steven Thime listed several details about the fire battle which extended over 26 hours after it was reported Jan. 15 at 12:26 p.m. Chief Thime Thursday said the city will rely on an investigation being conducted for the company which insured the building to determine the cause of the fire.     Admission prices to the Palouse Empire Fair were bumped by a dollar Jan. 23 at the Palouse Empire Fair Board meeting. The proposal was approved by a consensus vote, but the number of board members present fell short of a quorum, so the measure will be sent out to the full board by email for a final vote. Proposed admission prices are $17 for an adult four-day pass, $7 for a student (K-12) four-day pass, $8 for an adult daily pass, $5 for a student daily pass and $7 for a senior (55-older) advance daily pass.     Tekoa’s new “Neighbors On Patrol” program aims for a spring start with organizers seeking to add volunteers. City Councilwoman Alyssa Heaggy said the patrol project grew out of a rise in Tekoa crime last summer. Crimes included car prowling and burglaries.     Main Street tax incentives have been pledged, and Colfax received more than $21,000 in pledges from three businesses this year.
