NOTICE IS HEREBY GIVEN that there will be a Solid Waste Advisory Committee meeting on Tuesday, December 13th, 2022, at 3 PM in the Public Service Building Auditorium, N. 310 Main Street, Colfax, WA 99111. Persons requiring ADA accommodations should avise us of that need.

REQUEST FOR QUALIFICATIONS FOR PROFESSIONAL A/E SERVICES – ADA Transition Plan Development

Whitman County is requesting a Statement of Qualifications (SOQ) to hire an architectural/engineering consultant for the purpose of developing an ADA Transition Plan for County owned facilities. Desired services will likely include an ADA needs inventory and transition plan development (and related work).

The County will review SOQs and the firms will be ranked by a selection committee. A contract will be awarded to the most qualified firm whose proposal is deemed most advantageous to the County considering all related factors. Proposals that are deemed incomplete by the selection committee will not be considered.

Whitman County reserves the right to reject any and all responses deemed unqualified, unsatisfactory, inappropriate or incomplete. Proposals become the property of Whitman County. The County is not responsible for paying costs associated with preparing a proposal.

Consultants shall submit at least three (3) copies of their proposal (Statement of Qualifications) to the Whitman County Engineers office. The proposal itself shall be limited to eight (8) single-sided pages with at least 11-point font. A one-page cover letter, corporate brochures, and personnel resumes will be excluded from the proposal page limit.

Proposals must be submitted by 4:30 p.m. local time on December 14, 2022. The Proposal must be in a sealed envelope and marked on the outside of the envelope “Proposal for Professional A/E Services- ADA Transition”, and delivered to:

Public Hearing Notice

The Town of Malden will hold a public hearing to set the final budget for 2023 on Tuesday, December 13, 2022 at 7pm at the beginning of the regular council meeting. The meeting is held at the Malden Town Hall. All citizens are invited to attend.

NOTICE: ANNOUNCEMENT OF AVAILABILITY OF DRAFT PERMIT MODIFICATION

WSU has applied for a State Waste Discharge permit modification in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW) and Chapter 173-216 Washington Administrative Code (WAC).

WSU submitted a letter to Ecology on November 2, 2022 requesting a reduction in monitoring for once per quarter parameters for Grimes Way Monitoring Station. Section S2.E of WSU’s permit allows for a reduction in monitoring if approved by Ecology.

Ecology is issuing a draft amended permit and fact sheet amendment and is only accepting comments on the modified portions.

The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. A final determination will not be made until all timely comments received in response to this notice have been evaluated.

PUBLIC COMMENT AND INFORMATION

The modified permit and related documents can be viewed using PARIS, Ecology’s Permitting and Reporting Information System database located online at https://apps.ecology.wa.gov/paris/DocumentSearch.aspx or between the hours of 8:00 a.m. and 5:00 p.m. weekdays, by appointment, at the regional office listed below; call (509) 329-3400 to make an appointment.

Interested persons can submit written comments regarding the proposed permit modification. Submit comments within 30 days after publication of this notice to be considered for the final determination. Submit comments to Ecology no later than January 9, 2023.
