'Contract killer' charged with assaulting deputy

Deputies were called out to a report of a rollover

COLFAX – A Tekoa man is accused of claiming to be a contract killer, kicking a deputy, and not letting a teenager out of his car.

Rocky C. Disney, 37, of Tekoa, was charged with kidnapping in the first degree, assault in the third degree, and reckless driving on Monday in Whitman County Superior Court.

A Whitman County sheriff’s deputy was sent to the scene of a one-car rollover crash on Cove Road, just across the county line on March 7. The scene was in Spokane County but their deputies were unable to respond.

A Chevrolet Malibu was in the ditch after rolling a few times, leaving Disney injured. He was taken to MultiCare Valley Hospital and his female teenage passenger was taken to Deaconess Medical Center in Spokane.

Disney picked up the girl to give her a ride home, but he allegedly turned on a dirt road and went in the opposite direction, according to court records. The victim described his driving as erratic, drifting around corners, and speeds up to 90 mph.

The teen reportedly told Disney she wanted to get home by curfew to avoid a parent from getting mad, and questioned why he was going away from her home.

The victim claimed he told her, “(a person) hired him and paid him to kill her because of stuff she knew when she lived in (Idaho) … Rocky said something (to her) about being a contract killer for the last seven years,” according to a deputy’s report.

He didn’t stop the car until he wrecked.

After the crash, the teen helped Disney get out of the car and back into the backseat. He allegedly told her to not talk to police and say his name was Jason.

Disney allegedly gave hospital staff the same fake name, refused to take part in testing for alcohol or drugs, and was described as “assaultive” toward staff. He declined to speak to law enforcement, despite being well-known to the sheriff’s office.

“He punched a nurse tech. The tech said he did not want to pursue any criminal charges,” wrote the investigating deputy.

Deputies escorted Disney out of the hospital after treatment and he reportedly back-kicked a deputy in the groin, according to court records.

“His demeanor and actions were different than other times we have dealt with him. (Disney) has never been physical toward either of us or aggressive,” the deputy reported. “(Disney) appeared to be under the influence of narcotics …”

Disney was arrested in the past for possessing methamphetamine.
