The purpose of the hearing is to receive an overview of the Community Development Block Grant – Public Service (CDBG-PS) 2019-2020 public service grant funds provided from July 2019 to February 28, 2021 in the amount of $218,033.00. ORDINANCE NO. 372

AN ORDINANCE OF THE TOWN OF Endicott, WASHINGTON, adopting Endicott Municipal Code Chapter 13.08.025 FUNDING FOR WATER SYSTEM RESERVE FUND, thereby establishing fees for the Town’s Water System Reserve Fund.

BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF Endicott AS FOLLOWS:

Section 1. The following section is hereby adopted as Endicott Municipal Code

Chapter 13.08.025:

“13.08.025 - Funding for Water Svstem Reserve Funds. In addition to the monthly rates established for water service under EMC 13.08.010 and 13.08.020, the following sums shall be paid by water system customers to fund the water system reserve fund:

A. Noncommercial properties: $19.80 per month per service connection

B. Commercial stand pipe properties: $19.80 per month per service connection

C. All subsequent fees shall be fixed from time to time by resolution of the Town Council”

Section 2. This ordinance shall be in full force and effect five (5) days after it, or a summary thereof, is published in the Town’s official newspaper.

AN ORDINANCE OF THE TOWN OF Endicott, WASHINGTON, amending Ordinance No. 270, and Endicott Municipal Code §10.08.010, thereby regulating parking on “D” Street and “E” Street.

BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF Endicott AS FOLLOWS:

Section 1. Endicott Municipal Code §10.08.010 and those portions of Ordinance No. 270, which are codified as part thereof, are hereby amended to read as follows:

“10.08.010 - No Parklng Areas. Vehicles may not be parked on those sections of “D” Street and “E” Street situated between Second and Fourth Street between the hours of 10:00 p.m. to 6:00 a.m. and from the hours of 6:00 a.m. to 10:00 p.m. no vehicles shall be parked thereon for longer than four hours.”

Section 2. This ordinance shall be in full force and effect five (5) days after it, or a summary thereof, is published in the Town’s official newspaper.

The proposed project, Oakesdale Water System Improvements Project, is located at Rednour St from 7th St to 4th St; Brown St from McCoy St to Rednour St; McCoy St from Brown St to 3rd St; 6th St from McCoy St to Pearl St; Pearl St from 6th St to 2nd St; 5th St from McCoy St to Steptoe Ave; 3rd St from McCoy St to Steptoe Ave; 2nd St from Pearl St to dead end to the south; Steptoe Ave from 5th St to Front St; Bartlett St from 4th St to Montana St; 5th St from Bartlett St to Jackson St; Jackson St from 7th St to 3rd St; Washington St from Bartlett St to Henry St; Henry St from Washington St to Idaho St; Idaho St from Henry St to William St; and William St from Washington St to Idaho St. in Oakesdale in Whitman County. This project involves 3.6 acres of soil disturbance for water main construction activities. Stormwater will be discharged to McCoy Creek.

If the claim is not presented within this time frame, the claim is forever barred, except as otherwise provided in RCW 11.40.051 and 11.40.060. This bar is effective as to claims against both Decedent’s probate and nonprobate assets.
