Palouse-Rock Lake Conservation District Appointment Position Notice

A Board Member seat on the Palouse-Rock Lake Conservation District is available for appointment by the Washington State Conservation Commission. Conservation district board supervisors are public officials who serve without compensation and set policy and direction for the conservation district. NOTICE OF MITIGATED DETERMINATION OF NONSIGNIFICANCE (M-DNS)

Whitman County Planning issued a Mitigated Determination of Non-significance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

A bridge replacement project located over the Palouse River adjacent to Manning Road, just off Green Hollow Road. The original bridge, the historic Howe Truss Bridge, was destroyed in a regional fire this past fall. The project will take place through spring of 2021, and the intent is to replace the bridge in the same location as the old bridge with a pre-constructed steel truss bridge. The project is located in the north half of Section 32, Township 17 N., Range 43 E., W. M., Whitman County, Washington.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

ORDINANCE NO. 645 SUMMARY

AN ORDINANCE OF THE TOWN OF OAKESDALE, WASHINGTON, regarding an analysis of development regulations currently in effect in the Town of Oakesdale for consistency with the requirement of Chapter 36.70A RCW.

WHEREAS, the Town has previously adopted development regulations in keeping with RCW 36.70A.060 which designate

and protect critical area, as defined in RCW 36.70A.030(6), and natural resource lands policies and development regulations in keeping with the schedule set forth therein; and

WHEREAS, the Town has completed the periodic review required under RCW 36.70A.130; and

WHEREAS, in completing its review, the Town has considered the state Department of Commerce’s “Minimum Guidelines” as set forth in Chapter 365-190 WAC, and its decisions have been informed by this guidance; and

WHEREAS, the Town has used best available science as the basis for reviewing and developing amendments to its critical areas and natural resource lands regulations in accordance with WAC 365-195-915; and

WHEREAS, the Town has consulted with all interested parties and submitted draft regulations to the state for review in keeping with RCW 36.70A.106, and the Town Council has fully considered all comments, public testimony, and the entire public record; and

WHEREAS, the proposed critical areas and natural resource lands regulation have been found consistent with the comprehensive plan, existing development regulations and state and federal laws; and

WHEREAS, a State Environmental Policy Act (SEPA) Environmental Checklist was completed and a Determination of Non-significance issued for the Town, CAO on January 7, 2021. The determination was circulated to agencies with jurisdiction and parties of interest; and

WHEREAS, the proposed critical areas and natural resource land regulations do not produce a significant adverse environmental impact;

Description of proposal

Oakesdale Water System Improvements – Phase 1. This project includes replacement of approximately 11,000 feet of existing water main, installation of new water mains, fire hydrants, water services and meters throughout the Town of Oakesdale and installation of a SCADA system. The project includes a trenchless crossing at the WSDOT railroad tracks and at Spring Creek. An additional 5,000 linear feet of water main may be installed depending upon the competitive construction bids.
