NOTICE OF HEARING

NOTICE IS HEREBY GIVEN that the Board of Whitman County Commissioners has completed and will place on file at the Office of the Whitman County Commissioners, Whitman County Courthouse, the Preliminary Budget for Fiscal Year 2021. The total amount of the budget for 2021 is approximately $66,000,000. The budget will be available October 5, 2020 and may be reviewed by any citizen who contacts the Clerk of the Board in the Commissioners’ Office or by calling 397-5240.

NOTICE IS FURTHER GIVEN that a public hearing for the purpose of adopting the budget for fiscal year 2021 will be held on Monday, October 5, 2020 at 10:30 a.m. and continued to Monday, October 19, 2020 at 10:30 a.m. in the Commissioners’ Chambers located in the Whitman County Courthouse at Colfax, Washington. Any taxpayer may appear and be heard for or against any part of the budget.

Remote participation is available for attending the Commissioners’ meetings. Due to COVID-19 all public meetings of the Whitman County Commissioners are closed to in-person attendance. We encourage staff and the general public to participate at: https://zoom.us/j/250921172.

Upon receiving 72 hours’ advance notice, the county will make arrangements to reasonably accommodate the needs of special groups of citizens, including non-English speaking residents and those who are physically disabled or otherwise impaired. At that time, it is requested all department heads/elected officials requesting an amendment be present. The total amount of the proposed amended budget is approximately $65,000,000. Copies of the proposed amendment will be available October 5, 2020 by calling 397-5240.

Request for Statement of Qualification (RSQ) Town of Garfield, WA

Request for Qualification Data to Furnish

Engineering Services

The Town of Garfield, Washington (pursuant to Chapter 61, Laws of 1981) is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering services for the 2020-2022 calendar years in conjunction with sponsored projects. Potential prospects requiring engineering services include sewer, design and construction management, contract administration on-call consulting, and grant applications.

One or more firms will be selected for an interview based upon the following criteria categories, weighted as indicated: qualification of key personnel (2); relevant experience as demonstrated on previous projects (2); previous performance (1); expressed interest in the project (1) and Washington State Certified Minority Enterprise Participation (0.5).

Firms desiring consideration shall submit a complete qualification package and any other pertinent data to further assist the selection committee in evaluating the firm’s qualification to: 405 W California St. P.O. Box 218, Garfield, WA 99130. Qualification packages should be submitted to arrive no later than 4:00 PM on October 9, 2020. The most highly rated firm will be selected for an interview and negotiation of the professional service contract.

Projects may be funded or partially funded through the Washington State Community Development Block Grant program with federal funds. As a result, cost plus percentage of construction cost contracts will not be allowed and a number of state and federal equal opportunity and affirmative action requirements will apply to the selection process and conduct of the project.

Minority- and women-owned firms are encouraged to submit statements of qualifications.

Projects may be funded in part or in their entirety through the Washington State Community Development Block Grant Program with federal funds provided by the U.S. Department of Housing and Urban Development.
