Debbie Snell, 302 N Mill St Colfax, WA 99111, is seeking coverage under the Washington State Department of Ecology’s Construction Stormwater NPDES and State Waste Discharge General Permit. 

The proposed project, Flightline Drive Realignment and Drainage Project, is located at the Port of Whitman Business Air Center in Colfax in Whitman County.

This project involves 3.6 acres of soil disturbance for Commercial construction activities. 

The receiving waterbody is Rebel Flat Creek. 

Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology’s action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.

TOWN OF ROSALIA

2020 Rosalia AIRPORT HANGAR DEVELOPMENT PROJECT

WHITMAN COUNTY,

WASHINGTON

INVITATION FOR BIDS

Sealed bids for the 2020 Rosalia Municipal Airport Hangar Project, will be received at the Town of Rosalia, Town Hall, 110 W. Fifth St., Rosalia, WA 99170 until 10:00 a.m. June 18, 2020, at which time the bids will be publicly opened and read. Bids received after the time fixed for the opening will not be considered. Due to COVID-19 pandemic, no in-person observation of the bid opening process by the public or bidders will be permitted. The public is welcome to attend the bid opening by Zoom Meeting. Meeting ID# 985 5057 6906, Password 379670. The project generally consists of the construction of a 90’x35’ aviation hangar and associated site work. The hangar will have (2) 40’ x 12’ multi panel sliding hangar doors with an interior wall down the center of the building, creating (2) separate 45’ x 35’ hangar units. The building will have a concrete floor and asphalt approaches to each door. Each unit will have (1) walkdoor with a concrete slab in front of each. The units will have electrical service extended to service their lighting and power supply requirements. A building permit will be required and is the responsibility of the Contractor.

Due to COVID-19, the Town of Rosalia Town Hall will be closed to the public during the times bids will be accepted. In person acceptance of delivered bids will be available during posted Town Hall hours (Rosalia Town Hall, 110 W. Fifth St., Rosalia, WA). The door to Town Hall will be locked. Bidders should call Town Hall at (509) 523-5991 when they are standing at the entrance to Town Hall and a Town staff person will come to the door and, observing social distancing protocols, will receive the sealed bid.

All work performed on this project will be subject to the state wage rates. The successful bidder will be required to conform to the wage requirements prescribed by the State of Washington which requires that alllaborers and mechanics employed by contractors and subcontractors performing on contracts in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

Award of the contract is contingent upon approval by the Town of Rosalia.
