NOTICE OF CANDIDATE

FILING DEADLINES

NOTICE IS HEREBY GIVEN THAT, beginning April 27, 2020 and going through through May 15, 2020 candidate filing by mail will occur. On-line candidate filing begins May 11, 2020 and ends on May 15, 2020. Positions open for filing in Whitman County will be available to view on the Whitman County website.

Candidate filing forms are available on the Secretary of State website. To file, you will need to print out a candidate filing form and mail it to our office at Whitman County Elections, PO Box 191, Colfax WA 99111. On-line filing starts on May 11th at 9:00 am at the link provided on our Whitman County website and will close on May 15th at 4:00 pm. The last day to withdraw your filed candidacy is May 18, 2020.

Should no person file for these positions, a special three day filing will take place May 18th- 20th 2020.

In an effort to keep the public and staff safe due to the COVID-19 pandemic, all candidate filing in Whitman County will be either on-line or mail-in at this time. 18/1

NOTICE OF 2ND CALL FOR BIDS FOR COUNTY PRINTING

NOTICE IS HEREBY GIVEN that the Board of Whitman County Commissioners will, up to the hour of 10:30 a.m. on the 1st day of June 2020, receive sealed bids for county printing for the year July 1, 2020 and ending June 30, 2021. Bids will be opened at 10:30 a.m. in the Commissioners' Chambers, Whitman County Courthouse Colfax Washington.

Said printing, including all heads and sub-heads, shall be set solid without leads, and all heads, or sub-heads, shall be set in the same size type as is used in the body of the printing; each bidder is required to specify the size and type and width of column he will use should he become the successful bidder therefore, and each bidder shall also accompany his bid with a sample of the style, size, and kind of printing he will reproduce; together with a statement of his price per column wide, at which time he will do the County printing and also with a copy of regular current issue of his newspaper, and a sworn affidavit setting for the actual bonafide paid circulation of the bidder's newspaper in Whitman County as of March 2020.

Each bid must be accompanied by a certified check in the amount of $1,000.00 payable to the order of the Whitman County Treasurer, the same to be forfeited to Whitman County in case the successful bidder fails to enter into a contract and furnish a surety bond or certificate of deposit at a Whitman County, Washington Bank or Savings Institution payable to the Whitman County Commissioners in the amount of $5,000.00 within ten days from the time of awarding the contract; said bond or certificate of deposit to be approved by the Clerk of the Board of County Commissioners before it is filed.

The contract will require the successful bidder(s) to furnish a copy of each newspaper to two (2) County Departments, free of charge (Commissioners and Human Resources) as a condition of its bid. A copy of the contract can be obtained by contacting the Clerk of the Board of County Commissioners.

All bids must be filed with the Clerk of the Board on or before the time specified in order to be considered, and will then be opened by said Board at its office in the Whitman County Courthouse at Colfax, Washington. The Board reserves the right to reject any and all bids for any reason whatsoever.

TOWN OF Rosalia 2020 SEWER IMPROVEMENTS WHITMAN COUNTY,

WASHINGTON

INVITATION FOR BIDS

Sealed bids for the Town of Rosalia 2020 Sewer Improvements project, will be received at the Town of Rosalia, Town Hall, 110 W. Fifth St., Rosalia, WA 99170 until 2:00 p.m. May 7th, 2020, at which time the bids will be publicly opened and read. Bids received after the time fixed for the opening will not be considered. Due to the COVID-19 pandemic, no in-person observation of the bid opening process by the public or bidders will be permitted for this project. The public is welcome to attend the bid opening by telephone by contacting bjensen@jub.com in advance of the bid opening to receive conference call information.

The project generally consists of work to remove and replace approximately 4,750 linear feet of sewer main, 24 manholes, 45 service connections, 1,100 linear feet of water main, and perform associated roadway and roadside surface restorations.

Due to COVID-19, the Town of Rosalia Town Hall will be closed to the public during the times bid will be accepted. In person acceptance of delivered bids will be available during posted Town Hall hours (Rosalia Town Hall, 110 W. Fifth St., Rosalia, WA). The door to Town Hall will be locked. Bidders should call Town Hall at (509) 523-5991 when they are standing at the entrance to Town Hall and a Town staff person will come to the door and, observing social distancing protocols, will receive the sealed bid.

Informational copies of the plans and specifications are on file for inspection, observing social distancing protocols, at the office of J-U-B ENGINEERS, Inc. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Only properly executed proposals submitted on the forms furnished by the Town of Rosalia will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount.

A non-mandatory pre-bid meeting will be held by telephone at 2:00 PM on April 28, 2020 by the Town of Rosalia. at Rosalia Town Hall, 110 W. Fifth St., Rosalia, WA. Those who wish to participate may receive the pre-bid meeting call phone number by emailing bjensen@jub.com prior to the meeting.

A tabulation of the bids received, together with the recommendation of the Mayor of Rosalia, will be presented to the Town Council at the first available regularly scheduled meeting. The Town Council reserves the right to reject any and all Proposals, to waive any and all informalities and the right to disregard all nonconforming, nonresponsive or conditional Proposals.

All work performed on this project will be subject to the higher of the prevailing state or federal wage rates. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State Of Washington nor any of its departments or employees are, or shall be, a party to this contract or any subcontract.

Award of the construction contract is contingent upon approval by the funding agency. The Town of Rosalia is an Equal Opportunity Employer. Small minority and women-owned businesses are encouraged to bid.
