NOTICE OF HEARING

NOTICE IS HEREBY GIVEN that the Whitman County Commissioners have set the date of Monday, April 20, 2020, at 10:30 a.m. in their Chambers, Courthouse, Colfax, WA, for proposed amendment #1 to the 2020 Whitman County budget. At that time, it is requested all department heads/elected officials requesting an amendment be present. The total amount of the proposed amended budget is approximately $65,000,000. Copies of the proposed amendment will be available April 16, 2020 by calling 397-5240.


Disabled accommodations are accessible by using the east entrance to the Courthouse. TOWN OF Rosalia 2020 SEWER IMPROVEMENTS WHITMAN COUNTY,

WASHINGTON

INVITATION FOR BIDS

Sealed bids for the Town of Rosalia 2020 Sewer Improvements project, will be received at the Town of Rosalia, Town Hall, 110 W. Fifth St., Rosalia, WA 99170 until 2:00 p.m. May 7th, 2020, at which time the bids will be publicly opened and read. Bids received after the time fixed for the opening will not be considered. Due to the COVID-19 pandemic, no in-person observation of the bid opening process by the public or bidders will be permitted for this project. The public is welcome to attend the bid opening by telephone by contacting [email protected] in advance of the bid opening to receive conference call information.

The project generally consists of work to remove and replace approximately 4,750 linear feet of sewer main, 24 manholes, 45 service connections, 1,100 linear feet of water main, and perform associated roadway and roadside surface restorations.

Due to COVID-19, the Town of Rosalia Town Hall will be closed to the public during the times bid will be accepted. In person acceptance of delivered bids will be available during posted Town Hall hours (Rosalia Town Hall, 110 W. Fifth St., Rosalia, WA). The door to Town Hall will be locked. Bidders should call Town Hall at (509) 523-5991 when they are standing at the entrance to Town Hall and a Town staff person will come to the door and, observing social distancing protocols, will receive the sealed bid.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Only properly executed proposals submitted on the forms furnished by the Town of Rosalia will be accepted. All bidders are required to submit a list of subcontractors that will perform work on the project amounting to ten percent (10%) or more of the contract amount.

A non-mandatory pre-bid meeting will be held by telephone at 2:00 PM on April 28, 2020 by the Town of Rosalia. at Rosalia Town Hall, 110 W. Fifth St., Rosalia, WA. Those who wish to participate may receive the pre-bid meeting call phone number by emailing [email protected] prior to the meeting.

A tabulation of the bids received, together with the recommendation of the Mayor of Rosalia, will be presented to the Town Council at the first available regularly scheduled meeting. The Town Council reserves the right to reject any and all Proposals, to waive any and all informalities and the right to disregard all nonconforming, nonresponsive or conditional Proposals.

All work performed on this project will be subject to the higher of the prevailing state or federal wage rates. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.

It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State Of Washington nor any of its departments or employees are, or shall be, a party to this contract or any subcontract.

Award of the construction contract is contingent upon approval by the funding agency. The Town of Rosalia is an Equal Opportunity Employer. Small minority and women-owned businesses are encouraged to bid.
