NOTICE OF PUBLIC HEARING

The Whitman County Commissioners will conduct a public hearing to be held in their Chambers, Whitman County Courthouse, Colfax, Washington on Monday, April 6, 2020 at 10:45 a.m.

The purpose of the hearing is to review community development and housing needs, inform citizens of the availability of funds and eligible uses of the state Community Development Block Grant (CDBG), and receive comments on proposed activities, particularly from lower income persons residing in the Whitman County area.

$101,203 is proposed to be available annually to Whitman County and the Community Action Center to fund public services that principally benefit low-and moderate income persons in Whitman County.

An overview of the proposed public services will be available for review at the Whitman County Commissioners' Office (400 N Main Street, Colfax, WA 99111) and Community Action Center (350 SE Fairmont Road, Pullman, WA 99163) on Monday, March 30, 2020 beginning at 9:00 a.m. Comments may also be submitted in writing to Whitman County Commissioners at 400 N Main Street, Colfax, WA 99111 until April 6, 2020 at 10:30 a.m.

Comments on the County's and Community Action Center program's past performance and use of their 2019 CDBG Public Services grant will also be received.

The County Commissioners' Chambers is handicapped accessible. Arrangements to reasonably accommodate special needs, including handicap accessibility or interpreter will be made upon receiving 72-hour advance notice. NOTICE OF A MITIGATED DETERMINATION OF NONSIGNIFICANCE (M-DNS) AND INTENT TO ISSUE AN

ADMINISTRATIVE USE PERMIT

Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under

the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:

A clean earth fill on agricultural land. This project will move approximately 217,000 cubic yards of clean topsoil and clay from local construction sites to a farm field which will level the field and then be returned to farming. The location of the fill site is at the intersection of SR 27 and Estes Road in Section 35, Township 16 N., Range 45 E., W. M., Whitman County, Washington.

The permit can be issued administratively pursuant to Whitman County Code Chapter 19.10.100.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment.

Copies of the M-DNS are available at no charge from the Planning Office, Whitman County

Interested persons may submit environmentally-focused written comments on the SEPA decision, and comments may be submitted on the proposed zoning action stating a reason or reasons why Whitman County should not administratively approve this application. Sealed bids will be received on the following proposal by the Board of County Commissioners of Whitman County, State of Washington, at its office in the Whitman County Courthouse in Colfax, Washington, until 11:00 a.m. Pacific Time, on April 6, 2020 at which time they will be opened and publicly read. Sealed Bids for the MRW Building Remodel Project at the Whitman County Carothers Road Solid Waste Facility will be received in paper copy form by Whitman County Board of County Commissioners, State of Washington, at its office in the Whitman County Courthouse in Colfax, WA, until 11 am local time, on Monday, April 20, 2020, at which time all Bids will be opened and publicly read. Any Bids received after the specified time will not be considered, regardless of the reason. Refer to the INSTRUCTIONS TO BIDDERS for a list of items that are required in the Bid.

A mandatory Pre-Bid Conference will be held at 10 am local time, March 31, 2020, at the Carothers Road Solid Waste Facility (252 Landfill Road, Pullman, WA 99163). Representatives of the Owner and Engineer will be present to discuss the Project. Bidders are required to have a company representative attend the meeting in-person. Subcontractors as substitutes will not be permitted. Refer to INSTRUCTIONS TO BIDDERS for more information.

A more thorough ADVERTISEMENT FOR BIDS is included at the front end of the Bidding Documents and serves as the complete Notice. The Owner reserves the right to reject any and all Bids, or any Bid not conforming to the intent and purpose of the Bidding Documents. No Bidder may withdraw their Bid within 60 days after the actual Bid Opening.
