NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Whitman County, Washington, will consider the Report of the County Road Engineer for the vacation and abandonment of County Road No. 8480 located in the SW ¼ of Section 1, Township 14 North, Range 44 East, W.M., in Whitman County, Washington.

THAT A HEARING on said vacation will be held in the office of the Whitman County Commissioners in the Courthouse in Colfax, Washington on the 3rd day of February, 2020, at the hour of 11:00 a.m., at which time and place all persons interested may appear and be heard for or against said vacation and abandonment.

NOTICE OF A MITIGATED

DETERMINATION OF

NONSIGNIFICANCE (M-DNS)

Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: Whitman Conservation District proposes a restoration of Thorn Creek to prevent further incision of the stream over time. The project site is located approximately 2.3 miles north west of Thornton, in the N 1⁄2 of Section 18, Township 19 N., Range 43 E., W.M., Whitman County, Washington. The project site stretches for approximately 4200 feet on the north side of Thorn Creek Rd, starting just west of the Maley Rd intersection and continuing west.

After review of a completed environmental checklist and other information on file with us, the Planning Office has determined that this proposal will not have a probable significant adverse impact on the environment. Copies of the M-DNS are available at no charge from the County Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. Interested persons may submit environmentally-focused written comments on the SEPA decision by 5:00 PM on Thursday, January 30, 2020, to the County Planning Office, P.O. Whitman County maintains current rosters of vendors and contractors from which proposals will be requested for the purchase of Materials, Equipment, Supplies or Services for various small works projects.

In accordance with RCW Chapter 39.80, Whitman County invites letters of interest from consultants wishing to be placed on the Professional Services Roster. For any particular work, consultants to be considered will be selected from the Professional Services Roster or from responses to advertisements for consultants for that particular work. Contracts will be negotiated in accordance with RCW 39.80 and Whitman County's selection procedures.

The Port of Whitman County is seeking proposals for fiber design work from interested parties for its proposed fiber extensions to three rural sites.

ORDINANCE NO. 420X

This Ordinance replaces Ordinance No. 399X.

AN ORDINANCE OF THE TOWN OF ST. JOHN, WASHINGTON, AMENDING PAST ORDINANCES RELATING TO BUILDING PERMIT FEES, ESTABLISHING NEW POSITION OF BUILDING INSPECTOR, SETTING A NEW FEE SCHEDULE AND PROVIDING FOR GAS LINE INSPECTIONS.

THE TOWN COUNCIL OF THE TOWN OF ST. JOHN, WASHINGTON, DOES ORDAIN AS FOLLOWS:

All new buildings constructed, erected, or moved onto property within the city limits of St. John will comply with the provisions of the current International Residential Codes (IRC) and will require a building permit before beginning work.

All modifications to current buildings that involve adding or moving an interior or exterior wall, any addition to the existing structure, or any modification to the existing utilities (water, gas, sewer, or electricity) will require a building permit before beginning the modification.

Building that meet all of the following requirements may be constructed without permit provided no part of the structure is within five feet of any property line:

Manufactured storage buildings with external dimensions not to exceed twelve (12) feet wide and sixteen (16) feet in length with earth or removable floor. No utilities (water, gas, sewer, or electrical) may be connected to the building either by permanent or temporary means.

Any item that requires a gas line inspection will not require a building permit but will be accessed a $25.00 inspection fee for each inspection or re-inspection.

Building Project Permit Fees are as follows:

The fee for all building permits will be $200.00 plus $5.00 for each $1000.00 of the estimated project cost. In the event the project requires more than three inspections, there will be a charge of $50.00 for each inspection after the first three.

The fee for projects that involve only the replacement of the roof will be $50.00.

The City will pay the Building Inspector $45.00 for the initial plan review and for each on-site compliance inspection.

ADVERTISEMENT FOR BIDS

Town of Endicott 2020 Roadway

Improvements Project

Sealed bids must be received by mail, recognized carrier, or hand delivery at Endicott Town Hall located at 201 C St, Endicott, WA 99125, until 10:00:00 a.m., Thursday, February 6th, 2020 at which time the bids will be publicly opened and read.

The project generally consists of the removal and replacement of asphalt roadway sections, sidewalk replacement, and associated storm drainage at specific locations throughout the Town of Endicott.

Twenty (20) working days will be allowed to complete the base bid work.

Each proposal must be submitted on the prescribed form and accompanied by cash, a certified check, cashier's check, or bid bond, payable to the Town of Endicott, in an amount not less than five percent (5%) of the amount bid. The successful bidder will be required to furnish a performance bond and payment bond, each in the full amount of the contract price. Bidders may obtain project documents at the Century West Engineering online plan room at http://www.centurywestplanroom.com. Bidders may download digital documents at no cost and obtain printed documents, at Bidders Expense, by choosing the "Order" option.
