Construction of a 4,440 S.F. addition is proposed to an existing building. The expansion will be a pole barn structure with metal siding and metal roofing and will be used for the manufacturing and storage of O-rings.

This determination is based on the following findings and conclusions:

The construction of the 4,440 S.F. addition to an existing building located within the Port of Wilma and zoned Heavy Industrial. The expansion footprint is a graded parking and storage area. All project elements are located in areas previously disturbed by initial development of the port of Wilma and by construction of the existing building on site.

The proposed project is the Port of Whitman Business Air Center Flightline Drive Realignment/Drainage Improvement Project. The proposed work includes the following elements:

Realignment and paving of existing, internal airport access roads to facilitate vehicular and aircraft separation and improve drainage to the center of the airport property by installing new drainage infrastructure and cleaning and grading of existing drainage ditches.

The Port of Whitman has determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). We have reviewed the attached Environmental Checklist. This information is available at: 302 N Mill Street, Colfax, WA.

This determination is based on the following findings and conclusions:

The Port of Whitman Business Air Center Flightline Drive Realignment and Drainage Improvement Project realigns and improves existing road infrastructure inside the airport to facilitate vehicular and aircraft separation and improve drainage. Due to flat grades and development over time, the center of the airport retains surface water that impacts multiple hangars and existing asphalt infrastructure. Improvements are minor in nature and are all located in previously disturbed areas.

This DNS is issued under WAC 197-11-340(2) and the comment period will end on May 30, 2019.

NOTICE TO ALL PERSONS AND PARTIES WHO ARE GUARANTORS OF THE OBLIGATIONS SECURED BY THIS DEED OF TRUST: (1) The Guarantor may be liable for a deficiency judgment to the extent the sale price obtained at the Trustee's Sale is less than the debt secured by the Deed of Trust; (2) The Guarantor has the same rights to reinstate the debt, cure the default, or repay the debt as is given to the grantor in order to avoid the trustee's sale; (3) The Guarantor will have no right to redeem the property after the Trustee's Sale; (4) Subject to such longer periods as are provided in the Washington Deed of Trust Act, Chapter 61.24 RCW, any action brought to enforce a guaranty must be commenced within one year after the Trustee's Sale, or the last Trustee's Sale under any deed of trust granted to secure the same debt; and (5) In any action for a deficiency, the Guarantor will have the right to establish the fair value of the property as of the date of the Trustee's Sale, less prior liens and encumbrances, and to limit its liability for a deficiency to the difference between the debt and the greater of such fair value or the sale price paid at the Trustee's Sale, plus interest and costs.
