SUBSTANTIAL DEVELOPMENT PERMIT

Notice is hereby given that Marty Frostad (The O-Ring Store) has applied for a Substantial Development Permit to build a new 4440 sq. ft. addition onto an existing commercial building at the Port of Wilma on the Snake River. After a 30 day review period, Whitman County can approve and issue the permit on June 10, 2019. This development proposal is within 200 feet of the Snake River.

A State Environmental Policy Act (SEPA) checklist is required for this proposal and was administered by the Port of Whitman.

The Port of Whitman has determined that this proposal will not have a probable significant adverse impact on the environment. This determination is based on the following findings and conclusions:

The Boyer Park Dock Replacement and Rehabilitation Project replaces or rehabilitates existing infrastructure. Specifically, the new proposed dock will entail a single access pier and the floats will comply with all the current standards for overwater coverage on the river (driven by ESA species) at the same time providing ADA access. The rehabilitated docks will be repaired, including concrete surface repairs and upgraded water and electrical services. Upland improvements are minor in nature and are located in previously disturbed areas.

This DNS is issued under WAC 197-11-340(2) and the comment period will end on May 23, 2019.

The project consists of three underground builds to transmitter sites.

One of the builds is an underground fiber build from Colfax, to SR 194. The fiber will be buried at depths of 3-4 feet. The construction will occur in the both state and county right-of-way for approximately 13.58 miles. Conduit place will be 1 ¼” HDPE SDR 11. Handholes will be placed approximately every 2,500 feet. The handholes are 30x48x36” Tier 22 lid. Fiber will be placed by plow. Culverts and existing utilties will be crossed using a directional drill.

Another build is an underground fiber build from the town of Garfield to a transmitter site on Silver Creek Rd. The fiber will be buried at depths of 3-4 feet. The construction will occur in the county right-of-way along Garfield Farmington Road for approximately 5.67 miles. Conduit place will be 1 ¼” HDPE SDR 11. Handholes will be placed approximately every 2,500 feet. The handholes are 30x48x36” Tier 22 lid. Fiber will be placed by plow. Culverts and existing utilties will be crossed using a directional drill.

The third build is an underground fiber build an existing vault on Hwy 27 to Bunny Rd. The fiber will be buried at depths of 3-4 feet. The construction will occur in the county right-of-way along Grinell Road for approximately 0.89 miles. Conduit place will be 1 ¼” HDPE SDR 11. Handholes will be placed approximately every 2,500 feet. The handholes are 30x48x36” Tier 22 lid. Fiber will be placed by plow. Culverts and existing utilties will be crossed using a directional drill.

This determination is based on the following findings and conclusions:

Unground construction will be mostly in existing right-of-way and only at depths of 3 – 4 feet for 1 ¼” conduit. Ground disturbance will be minimal and city, county and state right-of-way will be utilized for the majority of the build.

This DNS is issued under WAC 197-11-340(2) and the comment period will end on May 23, 2019.

The City of Tekoa adopted Ordinance No. 851, amending the 2019 budget. It transfers money from the current expense fund to the cemetery, fire department, criminal justice funds and from the street and fire department fund to the water fund for fire hydrants. NOTICE IS HEREBY GIVEN that the Board of Directors (the “Board”) of St. John School District No. 322-JT 401, Whitman and Spokane Counties, Washington (the “District”) intends to issue a non-voted limited general obligation bond (the “Bond”) pursuant to RCW 28A.530.080 and will hold a public hearing on May 23, 2019, starting at 9:00AM, or as soon thereafter as possible, in the office of the Superintendent, located at St. John School, 301 Nob Hill Street, St. John, Washington 99171, for the purpose of hearing comments from the public on the proposed issuance of the Bond. Pre-Bid Conference. A MANDATORY pre-bid conference for this project will be held at 10:00am on May 21, 2019, in the Aircraft Rescue & Fire Fighting Building Training Room at the Pullman-Moscow Regional Airport. Firms intending to submit a bid must have one representative employed by the firm in attendance at the pre-bid conference. Any bid submitted by a firm, which did not attend this pre-bid conference, will be subject to rejection.

Bid Conditions. The Bidder must supply all information required by the contract documents, and must bid on all items presented. Bids must be completed and signed in space(s) provided on the enclosed blank bid schedule or the bid will be subject to rejection. Bids may be held by Pullman-Moscow Regional Airport Board for a period not to exceed 90 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. The Owner reserves the right to reject any and all bids and to waive any informality in the bids received.

Each Bidder is individually responsible for the careful examination of the site of the proposed Work, the Proposal Forms, Contract Forms, General Contract Provisions, Required Federal Contract Provisions, Construction Safety & Phasing Plan, Wage Rates, Technical Specifications, Plans, and all requirements of the project. The failure or omission by any Bidder to do so shall in no way relieve any Bidder from any obligation with respect to its bid.

Bid Guarantee. A cashier’s check, a certified check, cash, or a bid bond (Surety bond) in the amount of 5 percent of the total bid (including any bid schedules and sales tax) shall accompany the proposal of each bidder. A check or bond shall be made payable to the “Pullman-Moscow Regional Airport Board.”

Performance Bond. The successful bidder agrees to furnish a performance bond for 100 percent of the Contract price. Payment Bond. The successful bidder agrees to furnish a payment bond for 100 percent of the Contract price. Wage Rates and Equal Employment Opportunity.
